DUTIES: As a FIRE CHIEF (NGT6329000), GS-0081-12, you will serve as the Fire Chief responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the base. SELECTED FACTOR: Must be certified by the DoD FIREFIGHTER CERTIFICATION SYSTEM as FIRE OFFICER IV (Includes Fire Officer I,II,III): -Fire Inspector II (Includes Fire Inspector I) -Fire Instructor II (Includes Fire Instructor I) -HAZMAT Incident Commander (Includes Hazmat Awareness, Hazmat Operations) -Airport Firefighter -Firefighter I, II NOTE: (Copy of EACH certificate MUST be submitted with the application in order to be considerate). GENERAL EXPERIENCE: Work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level grade GS-11 position or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as planning, organizing, and overseeing the activities of the Fire Protection Flight; developing goals and objectives that integrate organization and Civil Engineering objectives; establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the flight mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements; planning work for accomplishment by subordinate units, setting and adjusting short-term priorities, and preparing schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized; providing direction and advice regarding policies, procedures, and guidelines; reviewing and structuring organization resources and maximize efficiency and effectiveness of the organization; balancing workload and providing overall direction and on a wide range of fire protection, prevention, crash rescue, and administrative issues; establishing metric and analysis systems for units managed efficiency, effectiveness, and compliance with regulatory procedures; evaluating requirements for additional resources submitted and balancing organizational needs with overall mission requirements and resource interests; identifying the need for change in organization priorities and taking action to implement such changes; reviewing training to assure it is proper and promotes effective operation of the organization as a whole; exercising supervisory personnel management responsibilities; directing, coordinating, and overseeing work through subordinate supervisors; advising staff regarding policies, procedures, and directives of higher-level management or headquarters; selecting candidates for non-supervisory positions and recommending selections for supervisory positions taking into consideration skills and qualifications, mission requirements, and EEO objectives; appraising performance of supervisors and other employees directly supervised and serving as reviewing official on evaluation of non-supervisory employees rated by supervisors; initiating action to correct performance or conduct problems and reviews and/or approves serious disciplinary actions; reviewing developmental needs of supervisors and non-supervisory employees and making decisions on non-routine, costly or controversial training needs and/or requests for unit employees; discharging security responsibilities by ensuring education and compliance with security directives; explaining classification determinations; representing the Fire Protection Flight with a variety of installation and functional area organizations; establishing, developing, and maintaining effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments; providing technical advisory services to management on all matters pertaining to fire protection and prevention; negotiating mutual aid agreements with other local fire departments, reviewing agreements frequently and updating as required; assuming full charge at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed; taking charge when highly classified weapons or equipment are involved in fire, watching exposures, and taking necessary precautions for protecting surrounding facilities; assuring that equipment is properly utilized, determining, and using the more effective combative agent for various types of fires; determining need, budgets for, and recommending acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc. providing technical advice on fire protection aspects of engineering projects; aircraft operational training programs; munitions storage, processing, and handling; supply storage; fuel storage and handling; aircraft and vehicle maintenance operations; and utilization of buildings and facilities. NOTE: MAXIMUN ENTRY AGE: The maximum entry age for DoD firefighters is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions. SPECIAL RETIREMENT PROVISIONS AUTHORITY: One of the following apply: - FERSPosition covered as secondary under the FERS special retirement provisions for Federal firefighters [5 USC 8401(14), 5 USC 8412 (d), and 5 CFR 842.802]. Education SUBSTITUTION FOR SPECIALIZED EXPERIENCE: Appropriate firefighter training may be substituted for experience on a month-for-month basis. Firefighter training obtained as part of a high school curriculum- may be substituted for the SIX (6) months of general experience required. Successful completion of a 2-year course of study in an accredited college or university in Fire Training, Fire Science, or other related fields of study is qualifying or successful completion of a 4-year course of study in an accredited college or university with major study in Fire Science, Fire Training, or other related fields of study may be substituted for the TWELVE (12) months of specialized experience required. NOTE: Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
