Summary You will serve as a TRAINING SPECIALIST in the ENGINEERING SCHOOL COMMAND. Responsibilities You will work to develop new curricula and modifications to existing curricula, including instructor, student, and assessment material utilizing sound Instructional System Design (ISD) principles. You will develop performance standards for instructors and evaluates instructor performance. You will authorize and enact changes to Course Master Files and develops, revises, and reviews course management documents and curricula for assigned courses. You will review and provide comments to Navy Training System Plans (NTSPs) to ensure accurate documentation of resource requirements, including manpower, curriculum, and training personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing course management documents for assigned courses; 2) Analyzing learning objectives and corresponding measurement instruments; 3) Establishing training requirements and determining training needs of instructor and staff personnel; 4) Reviewing instructor evaluations and student feedback for indications of needed training and improvements; and 5) Evaluating courses for applicability, adequacy, technical accuracy, and accomplishment of training objectives. OR Specialized Experience (at the GS-9 level): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
