Job Description
Join our dynamic AECOM Baltimore, MD team as a Quality Specialist where you will play a pivotal role in confirming the highest standards of quality and safety in construction projects. As a key representative of our client, you will oversee contract compliance, safety protocols, and quality assurance, confirming that all project deliverables meet the stringent requirements set forth by our clients and regulatory bodies. You will lead project teams, coordinate with various stakeholders, and maintain detailed records of project progress.
This role will be responsible for the following job duties, but not limited to:
+ Review, inspect and monitor contractors test matrix data, testing schedule, incoming material
+ Document inspection data, product identification and traceability, equipment calibration records, document control, records of non-conforming products and corrective/preventative action, sub-contractor records and internal audit reports.
+ Implement project Quality Assurance program and to develop a schedule for the review of Quality audits and activities during the construction phase of various contracts.
+ Define and assess the overall effectiveness of submitted design, construction, maintenance and repair quality plans.
+ Conduct independent field-office QA Audits to identify and analyze deficiencies to present guidance and input of various continuous improvement solutions.
+ Review the Contractors QA/QC program plan (CQC Plan) to ensure contract requirements are satisfied
+ Under general direction, technically supervises quality projects or major phases of significant quality projects, coordinating the efforts of technical support staff in the performance of assigned project.
+ Apply comprehensive knowledge to the completion of significant quality assignments.
+ Provide leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured and installed in accordance with customer and company quality requirements.
+ Provide leadership for new systems, development, proposals, implementation, procedures and any related quality activity.
+ Develop and apply advanced quality assurance/control theories, as well as research techniques in the investigation and solution of complex and advanced technical problems on the forefront of new technologies.
+ Analyze, evaluate and plan methods of approach, as well as organizes means to achieve solution of complex technical problems.
+ Review project process and evaluates results.
+ Evaluate vendor capabilities to provide required products or services.
+ Make frequent decisions using principles and professional independent judgment.
+ Conduct investigations and tests that are of moderate to considerable complexity.
+ Provide technical consultation to engineers, technicians and inspectors.
Qualifications
Minimum Requirements:
+ Bachelor's degree in Construction Management, Engineering or related field plus 6 years of experience in quality assurance and management with rail systems engineering or demonstrated equivalency of experience and/or education
+ Experience and knowledge of ISO 9000/9001 and FTA Transit Quality Management System Guidelines
+ Experience in Rail/Transit construction or design-build projects
+ Rail systems engineering, systems integration / testing and commissioning design experience
+ Valid US Driver’s License required to visit project sites, clients, and other AECOM offices.
+ As a condition of employment, selected candidate must pass a Motor Vehicle Records review.
**Preferred Qualifications** :
+ Experience and ability to read and interpret, policies, procedures and/or specifications, and O & M manuals.
+ Experience and knowledge of one, several, or many of the following:
o Overhead Catenary System (OCS)
+ Traction Power Systems (TPSS)
+ Passenger rail rolling stock
+ System Signals
+ Track and wayside systems i.e. running rail, ties, direct fixation, tie plates, fasteners, ballast etc.
+ Plant systems i.e. Stations, facilities, buildings, elevators, escalators, fire, life and safety systems etc.
+ Communications i.e. SCADA, radio, cabling
+ Experience in conducting and leading audits, both desk and field activities
+ Knowledge and experience with construction industry codes as applicable (ACI, AWS, ASME, NEC, etc.) as well as applicable certifications.

Offered compensation will be based on location and individual qualifications. The expected range is $120,000.00 - $145,000.00.
