Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Design Engineering Department has established a small design team in Mercury, NV. This team is responsible for supporting low-rigor projects, emerging project issues, providing support for project discovery, project scope development, support for identifying functional requirements for projects and systems, and providing support to the Construction Department at a minimum. This team also provides support as needed to the Engineering Department. The team participates in walk-downs, generates sketches, helps develop conceptual designs, evaluates existing systems with system owners, and reviews functional requirements documents.
The On-Site Design Manager will provide multi-discipline support for a multitude of projects of varying scopes. The position will be responsible for managing engineering personnel and will also oversee the technical adequacy and completeness of designs, ensuring engineering priorities are supported as planned. They will also ensure staff compliance to codes, standards, and company processes. They must be able to maintain a high level of detail, work well with technical personnel, and be capable of overseeing the completion of workload with little oversight.
Key Responsibilities
+ Provide daily oversight, and technical and administrative direction to five or more individuals.
+ Serve as Subcontract Technical Representative for staff augmentation and Architect & Engineering task order contracts. Write, evaluate, and oversee staff augmentation and task order subcontracts.
+ Ensure subcontract staff adheres to company requirements. Coordinate subcontract security, network, and logistical requirements, as well as review and approve invoices for subcontracts and materials.
+ Establish methodology for tracking requests, management and oversight of daily execution of tasks and engineering activities. Interface with program and construction personnel as needed.
+ Provide technical and professional guidance to staff. Interpret processes/procedures along with codes and standards, as well as determine and coordinate technical training.
+ Ensure the office environment is proper for engineering work and ensure engineering activities are executed consistent with NQA-1, DOE 414.1D, and ISO9001 requirements.
+ Provide support to the development of metrics and monthly reviews, participate in audits and assessments from Department of Energy (DOE)/ National Nuclear Safety Administration, and other external and internal organizations.
+ Prepare reports and presentations to management, actively engage with customers to address issues/requests, and coordinate with project managers on project priorities to assign resources for projects.
+ Possess knowledge needed of Integrated Safety Management System policies and procedures, (e.g. related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements).
+ Develop tools and process improvements, review company and Department of Energy processes, procedures and orders to ensure compliance. Have a full understanding of nuclear facility safety analysis, operations, and interface requirements.
+ Perform duties as a Project Engineer as required.
+ Work with other groups and outside agencies, customers/sponsors, and suppliers to effectively execute tasks. Develop relationships to perform work effectively and provide guidance to subcontractors and other support personnel as a mentor or team/project leader.
+ Monitor group performance against metrics and goals, perform employee performance evaluations and work with employees to develop goals.
Qualifications
+ Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
+ Minimum of 5 years’ supervising staff is required; engineering staff is preferred.
+ Government or commercial work experience is preferred.
+ Progressively responsible experience in design engineering for nuclear and non-nuclear applications.
+ Preferred experience with facilities, infrastructure design, utilities or maintenance.
+ The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
+ Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid Driver's License.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 - $198,785.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
