Responsibilities
+ Analyze workforce trends, policy and guidance from the Office of Personnel Management.
+ Serve as a direct adviser to the Management Program Officer and Executive Director for the Office of the Under Secretary related to the interpretation of 5 CFR, position development of the full range of competencies to training.
+ Other duties as assigned
Qualifications
+ Bachelor’s Degree
+ 15+ years’ experience in program coordination, writing, research, and communications. applying progressively responsible and in-depth analysis of federal workforce principles, concepts, and practices.
+ Knowledge of Microsoft Office Suite productsBachelor’s degree in public health or a minimum of 4 to 7 years project coordination experience in public health, government, grants management or acquisition management.
_Knowledge, Skills and Abilities:_
+ Expert knowledge of 5 CFR and the implications on recruitment, pay and retention.
+ Knowledge of federal administrative process and technical skills in providing administrative feedback on policy and guidance directly impacting workforce.
+ Comprehensive knowledge of administrative process and steps to evaluate the effectiveness of programs to develop, evaluate and assist with recruitment issues.
+ Expert knowledge of and skill in applying, a wide range of position management principles, concepts, practices, and techniques to evaluate controversial and complex organizational structures covering many positions, advise managers on proper grade structures and cost-effective measures in structuring organizations, and address highly complex classification and position management issues.
+ Knowledge and skill in applying analytical and diagnostic techniques sufficient to perform extensive projects and studies and identify, evaluate, and recommend appropriate courses of actions to resolve complex management problems and issues.
+ Knowledge of and skill in identifying major issues, program goals and objectives, and principles of continuous improvement and reengineering and relationships with management programs.
