The Tribal Relations Specialist Lead will play a pivotal role within the Transitions, Tribal, and Transformations division by fostering and nurturing positive relationships with Tribal Governments and American Indian communities, both tribal and urban. The primary focus involves offering policy guidance to ADSA in devising statewide programs while extending technical support to Tribal Governments and American Indian groups. Collaborating closely with the DHS Office of Indian Policy and DHS Tribal Liaisons, this role ensures seamless coordination and alignment of efforts.
As a key leader in this capacity, the position involves steering and providing expert guidance to Tribal Relations Specialists, aiming to ensure the implementation of high-caliber programs. These initiatives are specifically tailored to prioritize the well-being of American Indians, improve accessibility to essential services, and champion equitable outcomes pertaining to Home and Community-Based Services (HCBS) and Long-Term Services and Supports (LTSS).
The role necessitates a wealth of experience and in-depth expertise in engaging with Tribal Nations. A profound understanding of the diverse cultural values associated with both Tribal Nations and DHS is crucial for success. Furthermore, this role bears the responsibility of architecting statewide procedures and innovative solutions that are currently unavailable. This includes pioneering the development of new, tribe-specific training modules and support systems tailored to meet the unique requirements of each tribal entity.
In essence, this position holds the imperative task of crafting a bridge between the DHS and Tribal Nations, fostering collaboration and developing pioneering strategies to address needs that have not yet been met within the existing framework.
Responsibilities include:
+ Provide lead work guidance to the Tribal Relations Specialists to prioritize, direct, and guide the work of the team
+ Lead the development of agency, interagency and interdepartmental policy initiatives to ensure a continuum of services that support and strengthen services and programming for American Indians
+ Develop training materials and resources to build and promote the engagement and sovereignty of Tribal Nations for DHS, Tribal Nations, counties and providers
Minimum Qualifications
3 years of specialized professional experience with Tribal Nations, rural and urban tribal communities, and the American Indian Worldview. Demonstration of experience with the following:
+ Tribal governance and sovereignty, as well as the unique relationship that Tribal Nations and American Indians have with the state and federal government
+ State and local human service delivery systems and funding streams such as for older adults, child welfare, adult and children with disabilities, or behavioral health
+ Medical Assistance and home and community-based services and programs
Preferred Qualifications
+ Demonstrate leadership, facilitation and negotiation skills sufficient to build commitment, collaboration, and to resolve conflicts
+ Design and deliver effective training using a variety of tools and methods to a variety of audiences
+ Variety of experiences working effectively with others from different backgrounds and/or cultures
