This position supervises, provides oversight, and reviews work for the Human Resource functions for Operation’s unit which consists of Fleet and Material Management Unit (FMMU), State Maintenance Operations (SMO) and Operations Program Management (OPM). This position prepares all OM and PA actions for Operations and provides oversight and initiates personnel actions such as hiring, promotions, reallocations, separations and FMLA in BEACON. Provides oversight and creates posting requisitions in NEOGOV. This position manages and carries out the daily office management functions of this office including scheduling, personnel, payroll, and records management; provides direct support and assistance to the Business Officer. This position will serve as an insurance and VIP Liaison for all units within Operations. Position will also serve as Operation’s Family and Medical Leave (FMLA) Coordinator. This position resolves problems and questions regarding human resources work processes, policies and organization. Serves as the liaison between Human Resources and management for managing and carrying out NCDOT personnel related programs, directives, policies and procedures and provides instruction, direction and oversight in human resource issues and actions. This position creates, compiles, and generates personnel reports for management. Other duties as assigned.
Knowledge, Skills and Abilities / Competencies
Management prefers applicants with the following:
+ Knowledge of NCDOT Human Resources policies and procedures
+ Working knowledge of Microsoft Office (Word, Excel, Outlook), SAP, Docu-Sign, the state Human Resources System Fiori (Formerly known as BEACON), and LMS.
+ Demonstrated ability to handle multiple tasks and projects and ability to prioritize work, organize information and files and be flexible with changes in work assignments and deadlines.
+ Experience exercising judgment and discretion in the application and interpretation of personnel policies and procedures
+ Demonstrated ability to establish and maintain effective working relationships with associates, officials and the public.
Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.
