The primary purpose of this position is to oversee and coordinate specialized clerical duties and functions pertaining to the operation of the program, including School Age Care, Open Recreation, Youth Sports, and Instructional Classes. Acts as the building supervisor during the absence of senior management. Responsibilities Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational, and leisure programs which meets the needs of base youth. Performs and oversees the administrative and clerical duties of the Youth Programs. Provides a safe and healthy environment for children, youth, and staff while serving as building supervisor. Assists the supervisor in the execution and administration of the operating budget. Compiles and revises Operating Instructions (OI's), regulations, registration packets for all Youth Programs, class rosters, Parent Handbooks, Multi-disciplinary Inspection Reports, annual budget reports, and all administrative correspondence for Child and Youth Development and related programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes preparing a wide variety of recurring and non-recurring correspondence reports. Composes correspondence, such as instructions on office procedures, request for information and letters of acknowledgement or notification. Monitors the number of children enrolled in weekly childcare program and tends to demand as appropriate. Takes appropriate action when receipts and funds collected does not balance. Informs supervisor on unresolved discrepancies or unfavorable trends. Makes deposits as appropriate. Coordinates inspections and follow-up actions with supervisor and appropriate agency. Based on knowledge of the organization and its programs and operations, answers requests for information such as status of reports, childcare resources and referral information, suspense dates for matters requiring compliance and similar information readily available from files or from knowledge of the organization. Provides follow up on requests for information. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of recreation and leisure program planning concepts, principles, and methodology, including theory relating to physical, intellectual, social, and emotional development. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. Knowledge of Child and Youth programs and procedures. Knowledge of Child and Youth policies, regulations and procedures pertaining to enrollment, fire protection, safety, health, and child illnesses. Skill in preparing budgets, program evaluations, managing financial and physical resources, and in effectively organizing and utilizing available resources within the program framework. Ability to plan, organize work, meets deadlines; communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
