This position at LTRC is responsible for the planning, management, and implementation of the National Highway Institute Program for the department, other local government agencies, various private contractors, and other institutions. The incumbent in this position plays a managerial role on a team that offers complex transportation training technology transfer initiatives which are significant in scope not only because the Federal government has required as such, but also because the technology transfer program initiatives are offered to a diverse population that includes DOTD employees, municipal employees, private engineering firms, and others both statewide, and within the surrounding southeastern region of the United States.
Minimum Qualifications
Five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus one year of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
The DOTD National Highway Institute’s Program covers the below categories that are offered statewide to DOTD employees, municipal employees, private engineering firms, and other transportation partners. These areas include, but are not limited to, the following:

Manages the DOTD National Highway Institute Program, which plans, develops, implements, and administers technology transfer initiatives that serve both DOTD employees and private sector partners in the Louisiana transportation industry statewide.
Assists the DOTD Program Manager in the development of external contract programmatic documents. External training resources include but are not limited to the National Highway Institute, university professors, professional associations, and technical institutes.
Works with program providers, such as the Safety Council of Greater Baton Rouge and the Louisiana State University Department of Continuing Education, to provide specialized training statewide. Responsible for report preparation regarding program progress and attainment of goals.
R esponsible for developing and implementing an Individual Registration Fund program, which funds the attendance of DOTD employees statewide at programmatic conferences, workshops, seminars, etc. in areas that are critical to the mission of the DOTD.
Initiate surveys to determine immediate and long-range programmatic needs of the department and transportation community. Prepares reports of initiatives conducted,
effectiveness of these programs, and the attainment of goals. Utilizes data analysis to make programmatic decisions
Represent Louisiana at the Society of Government Meeting Professionals (SGMP) Meeting, and other special committees and technical professional organizations relative to technology transfer, research, and transportation engineering.
May be required to perform other duties as necessary, including, but not limited to emergency/disaster support activities.

Compensation: The salary offered will be commensurate with the selected applicant's experience and credentials, up to the midpoint of the pay range.
