    About this Job:

    The Director of the Louisiana Transportation Research Center (LTRC) leads a collaborative research, technology transfer, and workforce development unit under the Louisiana Department of Transportation and Development (DOTD) in partnership with Louisiana State University (LSU). Established in 1986, LTRC comprises Section 19 (Research) and Section 33 (Technology Transfer and Workforce Development) and has gained national recognition for advancing Louisiana’s transportation systems.

    Minimum Qualifications

    Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:

    Four years of licensed engineering experience; or

     

    Eight years of professional engineering experience.

    EXPERIENCE SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of professional engineering experience.

    A doctorate degree in engineering will substitute for two years of professional engineering experience.

     

    Advanced degrees will substitute for a maximum of two years of professional engineering experience.

     

    There is no substitution for licensed engineering experience.

    NOTES:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

     

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

     

    Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

    Job Duties and Other Information

    Job Duties:

    LTRC conducts short- and long-term research and provides engineering training, technology assistance, continuing education, and consulting services to federal, state, local, academic, and private partners. Funded primarily by the Federal Highway Administration, LTRC aims to integrate the resources of government and academia to develop and apply innovative transportation technologies. Its programs support DOTD’s 4,300 employees and the broader transportation community. The Director oversees research, workforce development, technology transfer, and materials testing within DOTD, while managing staff from DOTD, LSU, and ULL. The Director also holds non-salaried (100% gratis) positions at LSU and ULL, which is required to fulfill the required tasks associated with university staff employees and contracts.

     

    + Strategic Leadership of Research, Technology Transfer, and Workforce Development Programs - Leads the strategic planning, development, and execution of all programs within LTRC’s Research, Technology Transfer, and Workforce Development sections.

    + Stakeholder Engagement, Policy Development, and Innovation Oversight.

    + Interagency Liaison - Serves as the primary liaison between LTRC and its public and private sector partners, including state and federal transportation agencies, universities, research institutions, and industry stakeholders, to coordinate aspects of research collaboration, technology transfer efforts, and workforce development initiatives.

    + National Representation and Transportation Support - Represents Louisiana on national and regional transportation committees and advisory groups, including the Transportation Research Board (TRB), AASHTO’s Research Advisory Committee (RAC), FHWA technical committees, and SASHTO.

    Compensation: This position has a biweekly Special Entrance Rate of $4079.20.
