Summary This position is in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD). Responsibilities Incumbent typical work assignments may include the following: Serves as the Director of the Science and Technology Workforce, taking charge of the Department's Science and Technology Reinvention Laboratory (STRL) Demonstration Program. Propose new and revised legislation and in sponsoring innovative personnel management initiatives. Lead the design, analysis, and reporting of evaluations for Department-wide STRL personnel demonstration projects. Acts as the direct liaison with the DoD Office of General Counsel concerning the legality of STRL personnel demonstration initiatives, legislated personnel authorities, and relevant STRL personnel matters. Requirements Conditions of Employment Qualifications A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus, as well as courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics and dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics and hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) the nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR; B. Combination of education and experience - college-level education, training, and/or technical experience that provided (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any state, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test (e.g., state grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a state board's eminence provision as a manufacturing engineer would typically be rated eligible only for manufacturing engineering positions. Time in Grade: For entry at the NH-IV (GS-14/15 equivalent) level, status applicants must have served 52 weeks as a NH-III (GS-13 equivalent) or higher grade in the Federal Service. Specialized Experience: For the NH-IV (GS-14/15 equivalent), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-III (GS-13 equivalent) grade level in the Federal service, or comparable in difficulty and responsibility to NH-IV (GS-14/15 equivalent) if outside the Federal service. Specialized experience is defined as... Develop policies and procedures for the design, implementation, modification, and evaluation of personnel demonstration projects. Recruit, retain, and reshape the workforce while addressing barriers to the advancement of human capital and personnel management. Define metrics and conducting standardized quantitative and qualitative data collections. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education There is no substitution of education for the qualifying experience at the NH-IV (GS-14/15 equivalent) grade level. To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education . Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. This is a covered position, and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7). Critical Acquisition Position: (Typically only used for the Director of Contract Services position) This is a Critical Acquisition Position (CAP). Selectee must be a member of the DoD Acquisition corps, or eligible for Acquisition corps membership at the time of the appointment in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and DoD 5000.52M or have been granted a waiver. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. This is an obligated position with to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures.
