Description
Position Summary:
Person in this position will assist the Vice-President of Operations in analyzing potential new facility purchases, refurbishing, remodeling and maintenance of all facilities owned and/or operated by WestCare and all related entities. This person will inspect all facilities and oversee the maintenance and safety programs. This person is also responsible for interviewing, hiring and supervising all construction and maintenance workers.
Essential Job Functions:

+ Interview, negotiate rates of pay, and hire construction and maintenance workers as needed for projects.
+ Supervise all construction and maintenance workers.
+ Determine methods, type of materials, supplies, machinery, equipment and tools necessary for all construction and maintenance projects.
+ Provide assistance to Vice-President of Operations in analyzing potential new facility purchases, refurbishing, remodeling, and maintenance of all facilities owned and/or operated by WestCare and all related entities.
+ Plan and manage the facility operation budgets.
Administrative Job Functions
+ Interpret and implement management policies and directives to ensure that the Foundations operational and business goals are achieved.
+ Perform due diligence investigations of proposed facility acquisitions; advise Vice-President of Operations with recommendations or concerns.
+ Solicit and review responses to RFPs; make recommendations to Vice-President of Operations regarding proposals.
+ Identify and collect pertinent data for analysis and create statistical spreadsheets and reports relating to special projects.
+ Administer work order program and coordination of repair requests.
+ Develop and implement schedules and procedures for quarterly safety inspections and preventative maintenance programs.
+ Respond to complaints or questions regarding the facility operations and take appropriate action to resolve problems.
+ Plan, organize and direct services such as landscape maintenance, signage, cleaning, and parking lot maintenance.
+ Oversee the maintenance and repair of machinery, equipment and electrical and mechanical systems.
+ Negotiate and secure maintenance contracts with outside vendors.
+ Assist Vice-President of Operations in procuring leases for buildings, vehicles and equipment owned and/or operated by WestCare and all related entities.
+ Respond to Regional Vice-Presidents concerns regarding facilities maintenance and safety issues by developing action plans and making recommendations to Vice-President of Operations.
+ Prepare and submit reports concerning compliance with State and Federal safety regulations, fire codes, employee safety training, and facility maintenance.
General Job Functions
+ Attend all necessary meetings and trainings to gather information needed to satisfy WestCare facility needs.
+ Develop and maintain all appropriate files, records and documents regarding facility operations.
+ Maintain compliance with all lease and contractual expectations in relation to facility operations.
+ Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation.
+ Other duties as assigned.

Education:
+ Completion of a college or university program in business or in a discipline related to facility operation and maintenance, or an equivalent combination of technical training and experience in administration and maintenance
Experience and Competencies:
+ Ability to lead and also be part of the team. Ability to exercise good judgment and discretion.
+ Knowledge of building, fire, and safety codes and regulations.
+ Ability to review and determine maintenance necessary to maintain safe facilities. Ability to be aware of and adhere to specific timeframes and time limitations.
+ Understanding of the types of programs WestCare operates.
+ The ability to conceptualize Quality Improvement plans and put them into operation. Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality.
Working Conditions:
+ Possible exposure to fumes, dust, wet/damp surfaces and extreme hot and cold conditions. Possible need to climb ladders, work on uneven terrain, and inspect and work in confined spaces.
+ Possible exposure to hazardous chemicals.
+ Regular travel - local, regional and out-of-state including overnight stays.
+ A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.

+ Requires mobility and physical activity: Having an adequate range of body motion and mobility, including frequent standing, and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying over 100 pounds. Occasional need to bend/squat, crawl, climb, reach above shoulder, crouch, kneel, push, pull, climb ladders, and inspect confined places. Requires the ability to use manual and power operated tools, and test equipment. Requires the ability to operate a motor vehicle.
+ Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.
+ Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.
+ Requires seeing: Clarity of vision at 20 inches or less as well as vision adequate for driving a motor vehicle. This factor is required to complete paperwork for many of the employees essential job functions and when driving a motor vehicle.
