    The State of Connecticu t (https://portal.ct.gov/) , Department of Mental Health and Addiction Services ( DMHAS (https://portal.ct.gov/DMHAS/About-DMHAS/Agency/About-DMHAS) ) is currently seeking a qualified and experienced individual to join our team as a Fiscal Administrative Supervisor (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0083AR&R1=&R3=) .

     

    This position will be a part of DMHAS's Office of the Commissioner, Statewide Services Division and is essential to the Connecticut Department of Mental Health and Addiction Services’ mission of promoting the health and wellness of individuals with behavioral health needs. While this role does not provide direct client services, it is critical in ensuring the agency’s financial integrity and compliance with federal requirements, which directly supports the delivery of holistic, comprehensive, and effective services.

    The Role:

    Job duties include, but are not limited to:

    + Provide comprehensive oversight for all responsibilities of the Federal Funds team and the OOC Business Office.

    + Serve as the key liaison between Property Management and the OOC Business Office.

    + Review backup documentation for financial report submissions and prepare them for Chief Financial Officer sign off.

    + Approve and validate P card transactions and bi weekly timesheets using CORE CT.

    + Oversee petty cash reconciliation and replenishment efforts.

    + Handle Federal SID management backup support and research/resolve Federal audit inquiries.

    + Address complex issues and high priority requests from management and OOC program staff.

    + Manage and supervise all accounting procedures, purchasing/requisitioning/inventory control, staff scheduling, training, evaluations, policy/procedure development, and inter-unit communication.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of fiscal and administrative functions, with major emphasis on fiscal administration or payroll oversight.

    EXAMPLES OF DUTIES

    + Oversee all duties listed for Federal Funds team & OOC Business Office

    + Assists in analyzing impact of proposed regulations and legislation on agency fiscal/administrative programs and functions;

    + Supervises requisitioning, stores and inventory control;

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll;

    + relevant agency policies and procedures;

    + relevant state and federal laws, statutes and regulations;

    + Knowledge of

    + grants and contracts preparation and administration;

    + purchasing principles and procedures;

    + types, characteristics and sources of supply and market factors of assigned commodities;

    + business law as it applies to purchasing contracts and sales;

    + payroll practices and procedures;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability in preparation and analysis of financial and statistical reports;

    + Ability to

    + understand and apply relevant state and federal laws, statutes and regulations;

    + utilize EDP systems for financial management;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function. Descriptions of these fiscal/administrative functions are attached.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.

     

    NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is the professional training level and below the professional working level.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

    + For state employees experience at the level of a Purchasing Services Officer 1 or 2 substitutes for the General and Special Experience on a year for year basis.

    PREFERRED QUALIFICATIONS

    + Experience leading and supervising a team of professional staff, including assigning and prioritizing tasks and monitoring performance, while fostering professional development and leading by example.

    + Experience using Core-CT (PeopleSoft) or other similar financial management system, for asset management, purchase orders, accounts payable, general ledger and HRMS (payroll).

    + Experience with oversite of fiscal analysis, planning, implementation, and monitoring.

    + Experience in identifying, designing, and implementing process improvements to enhance operational efficiency and ensure compliance.

    + Experience with Microsoft Excel, including creating formulas, using VLookups, developing pivot tables, queries and flows.

    + Bachelor's degree or higher in accounting or finance.
