    **This is an immediate need, and candidates selected for this role will need to be available to deploy to the client site in Asheville, NC within 1 week of hire.** The **Debris Program Specialists** will be responsible for providing support to clients post-disaster with debris operations, and EHP (environmental and historic preservation) including related needs associated with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program. A successful candidate for this role should be knowledgeable within FEMA PA Debris Operations and EHP compliance, as this professional will help guide clients in all things post-disaster related to debris.

    Responsibilities for the Debris Program Specialist include** **:

    + Support local government clients with their comprehensive recovery from natural disasters.

    + Understand and advise clients on how other federal recovery programs and EHP (environmental and historic preservation) compliance could impact FEMA PA debris removal eligibility.

    + Advise clients on documentation requirements for tree, limb, and stump removal activities, as well as waterways and flood control works.

    + Manage environmental and historic preservation (EHP) compliance activities, ensuring adherence to federal regulations, including NEPA, NHPA, and ESA.

    + Conduct/Review EHP assessments, coordinating with federal, state, and local agencies to identify potential impacts throughout the debris management process.

    Qualifications for the Debris Program Specialist include** **:

    + A Bachelor-s Degree in a related field (e.g., business, public administration, finance, construction management, emergency management).

    + A minimum of five (5) years of experience supporting the FEMA PA Program, focusing on developing Category A/Debris Removal projects.

    + Understanding of FEMA PA Policy (e.g., Public Assistance Program and Policy Guide [PAPPG] version 4), Category A Debris Removal projects requirements, and environmental and historic preservation (EHP) compliance.

    + Strong communication skills, including written and verbal, to clients.

    + Proficiency in Microsoft Excel (e.g., pivot tables, VLOOKUP) and Microsoft Word.

    Compensation for the Debris Program Specialist Includes:

    + Salary range of $110,000 - $135,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
