    Job Description

    **AECOM** is seeking a **Program Controls Area Manager** to support the operations and delivery of program controls services across the DC Metro, Mid-South, and Florida regions. This full-time role will assist the Regional Department Head of Program Controls in driving performance, consistency, and innovation across scheduling, cost management, risk, and reporting functions. The candidate will also be directly involved in the delivery of work on programs and projects. The selected individual is expected to work in a hybrid capacity and engage directly with clients and internal stakeholders to meet evolving program needs.

    This person will be responsible for but not limited to the following:

    Operational :

    + Support the Department Director in leading strategic and transformational initiatives, including the implementation of AI tools and the improvement of our Center of Excellence (CoE) processes.

    + Work closely with regional leadership to deliver on departmental objectives and drive operational improvements.

    + Ensure the department consistently meets quality assurance standards across all deliverables, with regular reviews and corrective actions where needed.

    + Foster standardization and continuous improvement by sharing knowledge across the program controls team.

    + Participate in staffing decisions and oversee performance management, including coaching, team development, and resolution of personnel issues.

    + Support Operations and the Department Director in assessing future staffing needs and ensuring the department remains properly resourced.

    + Collaborate with our regional Digital PgM Team operationally.

    + Lead and support internal department budget tracking and manage contracts and task orders within Workbench.

    + Contribute to a culture of accountability, innovation, and excellence throughout the program controls function.

    Delivery :

    + Provide leadership and oversight for program controls on medium to large-scale programs or specialized control elements within major programs.

    + Ensure consistent and integrated implementation of scheduling, cost tracking, change control, and risk mitigation practices.

    + Champion best practices in program controls to facilitate delivery in complex environments involving legislation, multi-partner KPIs, contract incentives, and extensive stakeholder engagement.

    + Lead coordination efforts across multiple projects to ensure alignment with overall program goals.

    + Support the development and enforcement of comprehensive project and program control procedures.

    + Review and analyze program performance using KPIs, critical path metrics, earned value, and forecast trends.

    + Conduct root cause analysis and develop data-driven corrective actions to resolve schedule, cost, or performance issues.

    + Oversee the preparation of detailed progress, performance, and risk reports to ensure clarity and accuracy for stakeholders.

    + Monitor and evaluate risk mitigation strategies for effectiveness and timeliness.

    + Collaborate with project managers to ensure adequate resource availability and utilization across the program.

    + Maintain tracking systems to monitor subcontractor funding, work authorization, and change order status.

    + Ensure effective communication among project teams and between internal and external stakeholders.

    + Serve as a key participant in client and subcontractor negotiations, contributing to the development of commercial strategy.

    Qualifications

    Minimum Requirements

    + BA/BS in Engineering, Construction Management, Project Management, or a related field + 8 years of related experience or demonstrated equivalency of experience and/or education

    + 8+ years of experience in project controls, including cost management, scheduling, risk, and reporting

    + Experience with Primavera P6, Microsoft Project, and Excel

    + Ability to travel periodically

    Preferred Requirements

    + Experience supporting or managing controls on large-scale infrastructure or capital programs

    + Strong communication skills and experience engaging directly with clients and internal stakeholders

    + Master’s degree in a related discipline or MBA

    + Professional certifications such as PMP, CCP (AACE), PSP, or PMI-SP

    + Experience with Earned Value Management Systems (EVMS) and project controls dashboards (e.g., Power BI)

    + Familiarity with AI-driven project controls tools and digital delivery platforms

    + Prior experience working within a Program Management or Owner’s Representative environment

    + Leadership experience supporting department operations, resource planning, and performance management

    Offered compensation will be based on location and individual qualifications. The expected range is $160,000.00 - $180,000.00.
