The Talent and Development Manager leads recruitment efforts with a focus on belonging, meaningful connection, and showcasing what makes SUNY Geneseo a great place to work. This role supports staff and faculty hiring across campus by partnering closely with departments, guiding search processes, and helping hiring teams create welcoming and thoughtful experiences for every candidate.
The manager also supports and develops recruitment capabilities across the college, builds collaborative partnerships, and helps shape hiring practices that reflect Geneseo’s values. Through relationship-building, training, and service-focused leadership, this role helps ensure every search is both effective and people-centered.
The T&D Manager supports professional development efforts by managing the College’s compliance training program, promotes leadership and supervisor development workshops, performs training needs assessment, and assists managers with creating employee development plans through use of L&D resources internal and external to the campus. Works on employee wellness programs including the Employee Assistance Program.

Required Qualifications
MINIMUM QUALIFICATIONS
+ Bachelor’s degree, or applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.
+ Broad and progressive experience, at least three (3) years of full-time equivalent work experience in human resources, recruitment, or related areas, providing a strong foundation for managing people-centered strategies and operations.
+ Demonstrated ability to lead equitable and engaging hiring processes, including full-cycle recruitment and candidate experience.
+ Experience working with an online human capital system that includes applicant tracking, onboarding and other related modules.
+ Tact, discretion, professionalism and strong interpersonal skills, including the ability to maintain high level of confidentiality
+ Strong written and verbal communication skills; able to collaborate effectively across all organizational levels.
+ Demonstrated ability to interpret and apply employment laws, regulations, and policies with consistency.
+ Strong organizational and time management skills to independently manage multiple competing priorities and deadlines effectively.
+ Demonstrated commitment in providing exceptional customer service including effective problem solving.
+ Proven ability to lead cross-functional initiatives.
+ Demonstrated commitment to fostering a diverse and inclusive working/teaching environment.

+ Experience in a higher education, public institution, or nonprofit setting.

Job Duty/ Responsibility
Manage Recruitment and Talent Acquisition for Vacant Positions. Administer the Recruitment Process – Faculty and Professional Positions
+ Responsible for the full recruitment life cycle to include position review and posting, sourcing and advertising, and finalizing searches through the hiring proposal process. System expert and administrator of Geneseo’s Online Employment System.
+ Develop and communicate search procedures. Provide training to hiring managers and search committees on various topics, including Geneseo’s Online Employment system, interviewing process, etc. Provide systems ( OES ) expertise to the campus and coordinate problem solving with PeopleAdmin vendor for the system.
+ Partner with hiring supervisors and department heads to understand hiring needs and assist in all aspects of the process of filling faculty and staff positions, including hard-to-fill positions.
+ Source candidates by leveraging a variety of recruitment resources such as job boards, social media, resume databases, job fairs and referrals; communicate and coordinate recruitment advertising
+ Collaborate with the Office of Diversity & Equity in developing and administering search procedures, training search committees, and outreach to departments.

Manage the College’s Annual Compliance Training Program
+ Develop and refine the Compliance Training Program for employees and student employees using the NYS matrix of required training as a guide. Establish a system that ensures new employees receive the compliance suite of training program as part of their onboarding process. Develop and deploy the annual compliance training requirements.
+ Manage Ethics training requirements through active presentation of monthly trainings, maintain NYS wide dashboard, and tracking of incompletes/completes.
+ Maintain the HR supervisor dashboard tool. Provide instruction, as appropriate, to the use of the tool. Obtain feedback from users to modify and upgrade the tool as needed.

+ Perform analysis across the college to identify skill gaps and skill growth needs and identify core competencies and certificate programs to help employees enhance skills and knowledge.
+ Assist with coordination of the Leadership Journey Program including marketing, branding and program enhancements.
+ Develop and launch tools to assist supervisors with career development paths for employees including learning plans.

+ Create a wellness program series for employees.
+ Participate in Geneseo’s EAP committee.
