Summary You will serve as a GENERAL ENGINEER in the OFFICE OF THE DIRECTOR (SP00), SLCM-N PROGRAM OFFICE (SP04) of STRATEGIC SYSTEMS PROGRAMS. Responsibilities You will provide overall leadership, management and supervision of a broad and diversified group of Missile Airframe and Support Equipment engineering and product development activities. You will lead the Unit’s activities in developing and defining overall Sea Launch Cruise Missile - Nuclear (SLCM-N) missile and airframe equipment performance and reliability requirements. You will lead the Unit's efforts in the design, development, and test of SLCM-N missile airframe and support equipment to assure that all performance and reliability requirements and schedules are met. You will lead effort on special programs include the development of new missile system concepts, new application of existing systems, support of special DoD test programs and solve critical operational problems. You will conceive, formulate, develop, and validate large scale, missile component designs and programs which support the development of advanced-state-of-the-art, complex missile systems. You will serve as the Missile Airframe and Support Equipment Branch head and supervise the Boost Sys/AUR Dev Mgr, Missile AUR/Prod Mgr, Handling and support equip manager. You will serve as the Missile Airframe and Support Equipment Branch head and supervise the Airframe integration engineering manager, Propulsion systems engineer, and Fac/support equipment engineer. You will provide overall guidance and direction for the Safety, Performance, Quality, Reliability, Maintainability programs to assure proper coordination of branch activities You will direct and coordinate the planning and operations performed by subordinate technical experts in development, design, reliability, maintainability, planning, surveillance and assessment. You will direct, coordinate, and integrates Quality, Reliability and Maintainability program requirement planning and implementation with SSP, facilities outside Naval laboratories. You will provide program requirement planning and implementation for test activities and contractor organizations to ensure implementation and application of unified systems directed to achievement of maximum reliability and maintainability. Requirements Conditions of Employment Qualifications In addition to the basic education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the gs-13 grade level or nh-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer developing and/or validating missile component designs and programs in support of complex missile systems; preparing and reviewing federal contract documentation to include the budgeting process; and planning and guiding the life cycle events of a missile program. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This position is covered by the Department of Defense Priority Placement Program. This position has a control point; thus, the salary range may be capped at GS-15, step 05, which is equivalent to $195,200. If your current salary is above this amount, your salary may be matched.
