Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Emergency Management and Resilience Division. The Emergency Program Manager functions as an Incident Manager who is the primary focal point for the Emergency Operations Center (EOC) on premise or ad hoc reconstitution thereof in potentially austere environments. Responsibilities The Emergency Program Manager is responsible for coordinating, maintaining and assuring the EOC is mission capable and prepared to meet AOC requirements for Continuity of Government supported elements as well as campus-wide support for organic agency functionality. These tasks are performed to provide for the continuation of operations during or immediately following emergency or catastrophic incidents within or adjacent to the United States Capitol Complex and other properties under the jurisdiction of the Architect of the Capitol. Emergency Operations Center Management Establishes disciplined organizational structures and coordinates procedures for the management of all types of incidents and events that range from those that are adequately handled with local assets, to those of scaled that require capabilities from across the AOC enterprise. Supports the AOC Headquarters EOC serving as the lead who responds to a specific incident situation. Develops courses of action necessary for successful AOC response and recovery efforts. Coordinates AOC’s involvement to manage and mitigate impacts to the enterprise by directing resources and meeting the increased demands of a pending of actual incident or event with significant effects on operations. Receives and processes emergency notifications and information about other events impacting or affecting AOC operations and programs within the context of the agency’s Emergency Management System (EMS). Emergency Operations Center Program Design/Review Initiates program parameters; plans and designs or verifies program requirements and resources; executes program strategies; and monitors and/or controls ongoing or completed program systems, procedures or results. Develops, coordinates and implements strategic new emergency management plans to include mission, goals, objectives and methods to accommodate changing program requirements for the continuation of services during periods of natural or man-made disasters or other emergencies. Identifies and develops strategies based on an analysis of interrelated issues involving the effectiveness of existing emergency capabilities, authorities, plans, procedures, training activities and exercises. Plans, coordinates and recommends the conduct of emergency management exercise and drill activities in accordance with Congressional exercise and evaluation programs and other agencies. Utilizes complex tools and strategies for analyzing and developing systems test and evaluation procedures and technical characteristics of IT systems, including identifying critical operational issues. Serves as an expert technical resource and authority on the planning and management of emergency preparedness programs that have a significant impact on agency-wide operations and programs. Reviews long- and short-range plans, resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources. Designs, develops and delivers tailored briefings, presentations, workshops, training courses and exercises on emergency management to a wide variety of audiences. Emergency Operations Center Program Compliance Identifies and proposes solutions to management problems that are of major importance to planning program direction. Develops and coordinates staffing requirements/posture during a 24/7/365 operation during crisis. Determines and recommends the need for written policies, procedures, and transition plans for emergency planning, preparedness and response to crisis and incidents. Develops policy and procedural documents and reviews and approves them upon completion. Conducts periodic comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problem areas and oversees implementation of solutions that will eliminate them. Responsible for all aspects of managing emergency response matters, to include, developing incident objectives, managing incident operations, approving all plans and operations outlined in the Incident Action Plan (IAP), setting priorities, defining the organization of the incident management team and the overall Incident Action Plan (IAP). Coordinates operations at the state, local, tribal and territorial (SLTT) levels or across jurisdictions. Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Routinely checks to verify that subordinates are using all required PPE. Performs other related duties as assigned. Requirements Conditions of Employment You must be able to pass a drug test. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must have been equivalent to at least the next lower grade level. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Implementing policies & procedures related to an emergency management related guidance and standards large scale organizations or government agencies; and Evaluating and analyzing program procedures for effectiveness and recommending improvements. To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
