    Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Enabling national defense, homeland security, law enforcement, disaster response-related air traffic, and airspace management activities. Responsibilities Applies advanced knowledge of the technical aspect of the work related to air traffic operations, flight service procedures, and the Notice to Airman (NOTAM) process to direct a subordinate staff of air traffic control specialists. The SATCS manages a team responsible for coordinating traffic management initiatives involving military and civil altitude reservation (ALTRV) requests and Presidential and Vice-Presidential movements. This 24/7 operation directly supports the core mission of the Air Traffic Organization (ATO), the Federal Aviation Administration (FAA) and is critical to the safe, orderly, and expeditious flow of air traffic. The SATCS applies advanced knowledge of budget, human resources, and other administrative policies and procedures, and advanced understanding of the objectives of the major subdivision. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives, including managing budget and either reallocates resources among different projects/programs or requests additional resources. Performs critical aspects of the budget planning process with respect to overtime, including projecting short-term and long-term future needs and justifying resource requirements. The SATCS sets priorities, assigns tasks and responsibilities, plans and communicates the organization's vision and objectives. Monitors and evaluates performance, coaches, and develops employee capabilities. Approves leave and takes, recommends, or approves corrective/disciplinary actions, as appropriate. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Programs. Utilizes experience issuing specialized ALTRV requests to maintain and control classified documents concerning military aircraft movements, space launches, and other classified air domain activities. Oversees the planning and coordination of military exercises, mass movements of civil or military aircraft, and other special activities on both a national and international basis. Acts as focal point of contact in coordinating the classified rapid deployment of military forces with Federal Aviation Administration (FAA) field facilities to ensure they have been advised and updated regarding all conditions affecting aircraft movements within the NAS. Plans and coordinates ALTRVs and represent the United States with foreign military command unit project officers, and foreign air traffic control representatives. Uses experience preparing and issuing Notices to Air Missions (NOTAMs) to direct the processing of United States Secret Service requests for the issuance of NOTAM temporary flight restrictions (TFRs) for all movements that include the President of the United States of America and Vice President of the United States of America. Reviews published Space Operation CFR 91.143 and National Security CFR 99.7 NOTAM TFRs for accuracy. Reviews all issued TFRs, including all non-System Operations Support Center (SOSC) issued TFRs, and alerts the author(s) of errors and inconsistencies. Approves all national law enforcement TFRs (91.137(A)(l)s) and alerts senior management of any highly unusual or sensitive TFR/NOTAMs. Contacts are primarily within SOSC and field facilities throughout the ATO, including subordinates, peers, and higher-level managers to discuss the status of specialized ALTRV requests and NOTAMS. The SATCS interacts with senior executives within FAA, military leaders, representatives of the aviation industry, and external stakeholders to interpret policies/procedures and facilitate information sharing as necessary. Has authority to make commitments for subordinate organizational units, within guidelines. Has the discretion to ensure the alignment of projects/programs with the Directorate's short-term objectives. Individual and organizational performance is typically reviewed periodically by the Group Manager, usually through status reports and organizational performance measures. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience managing, directing, or leading a team responsible for the coordination and deployment of traffic management activities. Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
