The Maine Office of Community Affairs is recruiting to fill a full-time Resource Administrator (Public Service Coordinator I) position at its Augusta headquarters. This position is integral to MOCA’s mission to be a “one stop shop” for communities as they chart a course for a brighter future. Partial remote work options are available subject to management approval.
BRIEF JOB DESCRIPTION:This position provides a challenging opportunity to be a key part of the Administration team of the Maine Office of Community Affairs (MOCA), which manages:
+ Internal Controls and Policies
+ Fiscal Resources
+ Revenue-generating systems
+ Assisting with special projects
In this critical role you will provide the support that is required to carry out the management of MOCA and provide financial management and policy development services. You will work closely with the Natural Resources Service Center to monitor account status, report on revenues, expenses, encumbrances, travel and cash balances, and effectively communicate that information to agency managers. You will be responsible for efficiently managing and reporting on the agency’s accounts receivable and payable, including billing, coding and verification of invoices. You will also assist agency leadership and program managers in developing and implementing their annual budgetary work plans, contracts, facility and equipment leases, and insurances. A key function of this role is maintenance of internal controls and standard procedure development in accordance with and in compliance with GAAP and GASB.
KNOWLEDGE/SKILLS/ABILITIES PREFERRED:
+ Knowledge of State accounting and budget procedures
+ Knowledge of principles and practices of public administration
+ Knowledge of legislative and regulatory systems
+ Ability to plan and organize fiscal activities
+ Ability to analyze information, reach logical conclusions, and make sound judgments

MINIMUM QUALIFICATIONS:A six (6) year combination of education and/or experience providing leadership to programs and/or management in financial, fiscal, budgetary, technology, or internal control development, planning, and implementation. Education should be in the area of business, finance, or public administration at the post-secondary level.
Professional work should include experience in any of the following areas:financial/cash management and/or analysis, planning, technology development and/or management, budget development, contract development and management, report development and management, internal policy control development, and administrative procedures policy development.
