In this position you will be afforded the opportunity to telework, however there will be required weekly in-office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy. The Administration Division provides administrative and financial support services to the Department. The Accounting Bureau is centralized in Helena and is responsible for all fiscal management functions to all divisions in accordance with Generally Accepted Accounting Principles (GAAP) and in compliance with state and federal regulations. The Bureau is responsible for accounting policies and procedures as well as the management and control of the Department’s Statewide Accounting, Budgeting and Human Resource System (SABHRS). Due to the diverse nature of the Department’s operations and the necessity of assuring legal compliance with revenue source restrictions, the Department’s fund structure is very complex. There are over 80 funds which allows the Department to meet specific program guidelines and complex statutory restrictions. *Specific Job Information:* This position under the supervision of the Financial Manager is responsible for providing accounting assistance to the Financial Manager, department managers and project staff to ensure compliance with state and federal regulations including but not limited to 2 CFR 200, Cash Management Improvement Act (CMIA), GAAP, Governmental Accounting Standards Board (GASB) and various contract requirements. This position is responsible for tracking and accounting for over 150 individual grants and contracts. The position is also responsible for policy and system development, technical assistance, and administrative duties as assigned. *Job Duties:* Review and approve varying routine transactions daily, such as journals (including correcting entries), claims, state procurement card transactions, and collection reports. Recommend correcting journal entries and financial accounting and reporting needs as appropriate. Analyze non-routine financial transactions to ensure consistent accounting treatment and compliance with department, state accounting policies, contracts, grants, and federal regulations as applicable. Act as the secondary approver on various payroll, claims, and accounts receivable transactions to provide adequate internal control levels within the bureau. Responsible for researching unusual transactions, utilizing queries from multiple integrated systems and various source documents to determine appropriate accounting treatment. Recommend solutions and perform corrections when necessary. Serve as the Financial Manager’s backup in their absence. Assess various overhead rates to a multitude of grants/contracts on a regular basis. Analyze and reconcile all state and federal grants for the department at least monthly, including a budget to actual comparison. If a grant is overspent, work with the program managers to develop solutions and other funding sources. Review expenditures for compliance with agreements and/or federal regulations, including but not limited to allowable activities, allowable costs, and period of availability. Review and monitor all agency policies and internal controls to ensure compliance with state and federal policies. Identifies anomalies, risks, and provides solutions as needed. Communicate with all agency personnel on a regular basis through training, written communications, or other mediums to educate them on relevant policies and procedures. Work closely with the Budgeting Bureau and various program personnel to ensure accounting structure is appropriate to meet financial responsibilities and reporting requirements for grants and contracts. Financial decisions must be made taking into consideration fund structure restrictions, program regulations and procedures, legal compliance, GAAP, and department goals and objectives. *Physical and Environmental Demands:* Performs work indoors in a typical office environment with light lifting and extensive computer use. The employee is regularly required to stand, sit, and use hands and fingers to operate a computer and telephone. May sit for extended periods. Some travel and extra work hours are required. The incumbent may also encounter periodic stressful occurrences. Most accountants work regular business hours and a standard 40-hour week. *Knowledge, Skills, and Abilities:* * Knowledge of the theories, principles, practices and procedures of governmental accounting and Generally Accepted Accounting Principles. * Knowledge of state and federal policies and laws. * Ability to use and learn automated accounting and financial software. * Ability to plan, organize, gather information, and conduct research. * Ability to identify and resolve problems effectively. * Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using excel, word processing, database, email, internet, and other computer programs. *Minimum Qualifications (Education and Experience):* The above knowledge and abilities are typically acquired through a combination of education and experience equivalent to a Bachelor’s Degree in Accounting, Business Administration, Finance, Economics, or a closely related field and three years of accounting and fiscal management experience. **Title:** *Grant Accountant* **Location:** *Helena* **Requisition ID:** *25141748*
