Position Summary:KSA is seeking aPlanning Analystto provide integrated planning, data, and operational support to FEMA’s Planning and Exercise Division (PED) under the PEDTAC contract. This role supports FEMA’s deliberate and crisis action planning efforts by applying both analytical skills and foundational knowledge of emergency management doctrine to enhance planning quality, consistency, and decision support.
The Planning Analyst will contribute to a variety of planning products and initiatives, working alongside senior planners, GIS specialists, and program management personnel to deliver high-quality support across FEMA HQ and Regional Offices.

Key Responsibilities
+ Assist in the development, update, and synchronization of emergency operations plans, annexes, and supporting documentation using FEMA’s Six-Step Planning Process.
+ Conduct research and analysis on historical incidents, planning doctrine, risk data, and stakeholder feedback to inform planning content and recommendations.
+ Support the integration ofdata-driven insights, including geospatial inputs and real-time operational data, into planning tools and deliverables.
+ Maintain planning documentation in FEMA repositories, track updates and revisions, and ensure version control compliance.
+ Contribute to the development and maintenance of planning templates, dashboards, checklists, and tools within FEMA’sPlanning Decision Support Catalog (PDSC).
+ Participate in planning meetings, workshops, and coordination sessions with internal and external stakeholders.
+ Prepare briefings, summaries, and planning reports that support decision-making at the national, regional, and operational levels.
Requirements
+ Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, or related field.
+ 3–6 years of experiencesupporting emergency management planning, operations, or policy initiatives.
+ Working knowledge of FEMA planning doctrine (e.g., CPG 101, NRF, NDRF, FEMA Planning Manual).
+ Experience supporting data-informed planning, including the use of dashboards, geospatial tools, or planning support systems.
+ Excellent research, writing, and communication skills.
+ Proficiency in Microsoft Office, including Word, Excel, and PowerPoint; familiarity with SharePoint.
+ U.S. citizenship and the ability to obtain and maintain FEMA and/or DHS suitability.
+ Ability to travel up to 25%.
Preferred Qualifications
+ Experience supporting FEMA’s Planning and Exercise Division (PED) or similar federal emergency management programs.
+ Familiarity with FEMA’s Planning Decision Support Catalog and related data repositories.
+ Exposure to operational data tools (e.g., Tableau, ArcGIS, Power BI) to support plan development or analysis.
+ Knowledge of the National Planning Frameworks and interagency planning processes.
