Responsibilities Provides direct guidance and leadership to a work unit comprised of professional and administrative personnel involved fluid minerals, permitting, and environmental compliance programs. As part of the Casper Field Office management team, the incumbent assists the Field Manager (FM), the Assistant Field Manager (AFM) for Minerals and Lands, and the AFM for Resources in providing leadership, motivation, direction, and decision. Provides input into the preparation, implementation, and conformance of land use plans, interdisciplinary activity plans, and ecosystem plans. Promotes collaborative, interdisciplinary team work to ensure that development activity occurs within statutory, regulatory and policy. Ensures effective external communication/coordination with other governmental agencies, interest groups, resource users, industry, and private surface owners to promote understanding, collaboration, and consistency. Serves as a technical expert on permitting, surface protection, and environmental compliance, and provides training and technical guidance to staff members on this subject matter. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: The incumbent must possess and maintain a valid State driver's license for the duration of appointment to this position in order to operate government-owned vehicles, including all-terrain vehicles (ATVs), utility-terrain vehicles (UTVs), and 4x4 vehicles, sometimes while pulling a UTV trailer. The incumbent of this position is required to file a Confidential Financial Disclosure Report, OGE Form 450, within 30 days of entering the position and on an annual basis thereafter. The incumbent must obtain and maintain a Basic First Aid and CPR Certification (or higher-level certification) within 60 days of appointment, and attend refresher course(s) as required, for the duration of appointment to this position. No assumptions will be made about your experience. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Have good organizational skills, be able to utilize spreadsheets for accurate and up to date information. Knowledge of rules, regulations, policies, and Federal regulations regarding fluid minerals. Knowledge of the National Environmental Policy Act and how it relates to Federal oil and Gas activities. Ability to plan, distribute, monitor, evaluate, and provide feedback on work assignments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work varies from principally sedentary in completing office phases of assigned duties to performing outdoor field work for roughly 25% of time on duty. This field work may involve walking and hiking in challenging, steep terrain under adverse climatic and topographic situations (such as heat in excess of 95 degrees Fahrenheit and cold below -20 degrees Fahrenheit). Average agility and dexterity are required. Work Environment: Most work (roughly 75% of time on duty) is performed in an office setting; the environment is relaxed and free of safety hazards, but with rigid deadlines and high work productivity expectations of the incumbent. Field conditions may involve exposure to adverse weather (i.e., rain, snow, cold, and/or heat) and extreme discomforts at times. Such conditions require the incumbent to take safety/health precautions such as wearing appropriate clothing, planning ahead for being stranded, and being prepared to walk and climb in a variety of terrains, drive on unpaved roads, and use first aid equipment. The incumbent will adhere to all safety rules and regulations as prescribed in manuals and/or supplements or by the designated Safety Officer. Education This position has an individual occupational requirement, which requires the basic requirement of: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
