    Position Title:

    Emergency Communications Officer

    Job Responsibilities:

    + Receives emergency and non-emergency calls from campus members and the public utilizing communication devices such as a multi-line telephone system, two-way radios, instant messaging, text messaging via Google Notifier, TigerSafe Dashboard app, and emergency blue light call boxes. Obtains pertinent information from incoming calls in a prompt and courteous manner. Ability to multitask in a fast paced, stressful environment. Ability to cut-through ambiguity and exercise sound judgment when handling calls for service.

    + Efficiently operates multiple communications devices and computer terminals concurrently to ensure swift and appropriate Public Safety response to emergency and non-emergency calls for service.

    + Classifies and prioritizes all requests to establish and coordinate proper Public Safety response. Utilizes automatic computer aided dispatch system to prioritize and manage the information needed to complete calls for service.

    + Dispatches appropriate emergency personnel such as Public Safety Officers, fire and medical personnel, outside law enforcement, contract security officers, Housing Operations and Facilities Management to effectively handle the call for service.

    + Efficiently researches information requests from emergency personnel by searching several databases including PowerPark, Student Information System, CLAWS, StarRez, Atrium, and Lenel Access systems. Completes operational and administrative duties including filing, organizing, managing duty rosters and computer accounts. Demonstrated working knowledge of the Milestone VMS software in order to monitor, review, save and playback video of recorded incidents captured on IP cameras. Knowledge of Lenel OnGuard access programming is required in order to handle the many requests for RIT ID card programming and area security via card readers.

    Required Qualifications:

    + Associate’s degree or equivalent experience

    + Ability to hold a NYS Security Guard License

    + Two years of experience in a Public Safety Answering Point (PSAP), Dispatch Center, Road Patrol, Firefighting, EMS, or similar role

    Skills:

    + Clear and concise telephone and two-way radio communication skills; ability to be inquisitive and to learn and relay basic information from callers into the department

    + Communication Proficiency - demonstrated ability to communicate effectively, verbally and in writing to various callers

    + Stress management/composure - demonstrated ability to use sound judgment and decision making in stressful situations; ability to cope with situations firmly, courteously and tactfully

    + Willingness to learn and increase skills in emergency communications

    + Teamwork orientation along with a customer/client focus

    + Ethical conduct

    + Problem solving/analysis - ability to analyze situations quickly and objectively, and to determine proper course of action to be taken

    + Critical thinking/independent judgment

    + Investigative ability - demonstrating a natural inquisitive ability to obtain facts and determine the truth

    + Thoroughness and accuracy in obtaining initial/ critical information from reporting persons

    + Technical capacity - good computer skills and ability to work with basic technology applications

    Preferred Qualifications:

    + Bachelor’s degree in criminal justice, sociology, or related field.

    + Experience with intrusion alarm monitoring, IP camera monitoring, and access control systems

    + Completion of 3- week “first Chair” Communications Training Officer program. Performance appraisals must reflect a proven demonstration of meeting expectations in the areas of exercising sound judgment, and decision-making. Demonstrated experience delivering outstanding customer service on the telephone, 2-way radio, and other modes of communications.

    + Possession of a New York State Security Guard License

    Job Summary:

    Receives, records, and dispatches emergency and non-emergency calls to the proper response staff to include Public Safety Patrol Officers, Supervisors, medical personnel, fire department, outside law enforcement, contract security officers, Housing Operations staff and Facilities Management personnel. Examples of regular emergency calls include medical issues, fires, mental health emergencies, and security and fire alarms. Calls are received through communication devices such as a multi-line telephone console, two-way radios, instant messaging, text messaging via Google Notifier, TigerSafe dashboard application, and emergency blue light call boxes. Serves the university as the central information center during emergency situations, coordinating all incoming calls, fire and security alarms, personnel requests, and security camera monitoring involving the entire 1,300-acre university campus. Utilizes automatic computer aided dispatch systems to prioritize and manage the information needed to complete calls for service. Performs other duties as assigned. Emergency Communications Officers provide excellent customer service to faculty, staff, students and the general public.
