Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV IT SPECIALIST (INFOSEC) (Title 32), Position Description Number D2328000 and is part of the AR ANG 189 OPS GP, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED- If you are not currently a member of any military service (Brach/Status), please provide a letter stating intent to join. Highly qualified individuals could be onboarded up to a Step 05 on the GS pay scale. Responsibilities 1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 2. Manages Cyberspace Operations mission commitments, programs, and projects impacting personnel, equipment, software and services. Develops policies and procedures, short- and long-range plans to satisfy all Cyberspace Operations needs and taskings assigned to the unit. Coordinates program actions with government and commercial entities. Maintains visibility of problem areas, decides best course of action to provide capabilities and meet objectives. Acts as the point of contact for interpretation of policy and procedural matters and for resolving ambiguities and expanding definitions. Exercises both technical and administrative supervision. Performs such management functions as determining and planning the nature and extent of service required by customers, and planning and coordinating utilization and maintenance of systems and facilities. Evaluates overall effectiveness of the unit. Initiates changes to improve services or meet new requirements. Determines, formulates, and approves budgetary, training, and organizational requirements, as well as communications support requirements. Tracks Cyberspace Operations program activities of other government and private enterprises for data used during the planning process. Maintains cognizance of advances in technology and in Cyberspace Operations through professional reading and by attending classes and seminars in order to make informed decisions. 3. Identifies and prioritizes funding and personnel resource needs and executes current year financial programs. Approves annual budgets for unit operations and Cyberspace Operations support functions. Monitors expenditures, reports status to higher headquarters and ensures accurate records. Sets strategic direction for financial resources. Reviews financial management plan execution. Analyzes, evaluates, validates, and recommends approval/disapproval of requested or proposed system requirements and develops documentation used in the processing and validation of such requirements. Determines the best use of available personnel resources and advocates with higher headquarters to cover shortfalls or correct discrepancies. 4. Reviews incoming tasking orders, plans, or requests for forces and prepares summaries for higher headquarters. Determines capability of Cyberspace Operations and/or support personnel to meet requirements specified in tasking orders, plans, or requests for forces; validates limitations concerning equipment capabilities, personnel, etc.; and coordinates with tasking activities from government agencies on requirements. Approves supplemental plans to commit personnel and equipment in support of missions assigned by the group or higher headquarters, as well as local emergency plans. Advises higher headquarters and others, both in and outside the state, on preparation of operations plans and orders annexes. Duties continue in the Education Section. Requirements Conditions of Employment IMPORTANT: This position will serve as the Commander of the 223rd Cyberspace Operations Squadron This position is eligible for superior qualification. NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Officer Minimum Military Grade: O-5/Lt Col Maximum Military Grade: O-5/Lt Col Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Qualifications GENERAL EXPERIENCE: Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to a Cyberspace Operations Squadron. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Must have completed Initial Qualification Training and Mission Qualification Training for the Cyberspace Vulnerability Assessment/Hunter (CVA/H) Weapon System. Must be a Senior Level Host or Network Analyst Education Duties Continued. 5. Provides technical and functional expertise concerning Cyberspace Operations missions to the parent Cyberspace Operations Group, host Wing, higher headquarters, and visiting Distinguished Visitors as required. Authors papers, briefings, and other correspondence that accurately represent the unit's mission, personnel, technical capabilities, accomplishments, limitations, and challenges. Advocates with higher headquarters for changes to policy, procedures, resourcing, training, and equipping in order to address current limitations or advance current capabilities. Performs other duties as assigned. REQUIREMENTS/CONDITIONS OF EMPLOYMENT: Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must be able to obtain/maintain appropriate security clearance Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) eligible security clearance.Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
