Assistant VP of Clinical Services
Position Summary:
The Assistant Vice President (AVP) for Clinical Services will be responsible for the leadership, management and strategic growth of WellLife Network’s Mental Health Clinics, Substance Use Disorder (SUD) Clinics, and Personalized Recovery Oriented Services (PROS). This executive-level role is responsible for driving clinical and operational excellence, maximizing revenue through optimized billing and staff productivity, stabilizing program finances, growing service capacity, and ensuring compliance with all regulatory and licensing bodies, including the NYS Office of Mental Health (OMH) and the Office of Addiction Services and Supports (OASAS).
The AVP also works in close coordination with internal departments, including Residential Services, Marketing and Development, Quality Assurance, and Fiscal, to ensure integrated care, effective service promotion, regulatory alignment, and financial sustainability across the behavioral health portfolio.
The ideal candidate will bring a strong blend of behavioral health expertise, business acumen, and strategic leadership to reinvigorate underperforming programs, increase access and census, and enhance employee engagement and retention.
Key Responsibilities:
Strategic and Operational Leadership:
+ Provide visionary leadership to ensure high-quality, recovery-oriented care across all assigned programs.
+ Develop and implement strategic business plans to improve financial performance and program sustainability.
+ Monitor and address key performance indicators (KPIs), including census, productivity, quality metrics, and fiscal targets.
+ Identify opportunities for program growth, including service expansion, partnership development, and funding opportunities.
+ Work closely with Residential Services to coordinate care for shared clients, improve service integration and support continuity of care across settings.
+ Staffing and Workforce Development:
+ Collaborate with HR on recruitment, onboarding, and retention strategies to address staffing gaps and stabilize teams.
+ Build a culture of excellence, accountability, and continuous improvement through training, supervision, and performance management.
+ Foster an inclusive, supportive, and mission-driven workplace that values professional growth and staff well-being.
+ Supervise Program Directors of PROS and Division Director of Clinics including weekly/biweekly supervisions and completion of annual VHS review .
+ Compliance and Quality Improvement:
+ Ensure all programs operate in full compliance with OMH, OASAS, DOH, CMS, Medicaid, and other applicable local, state, and federal regulations.
+ Oversee preparation for audits, reviews, and site visits by regulatory agencies.
+ Implement quality improvement initiatives to ensure program integrity, client satisfaction, and clinical effectiveness.
+ Stay current on changes in behavioral health regulations, billing requirements, and best practices.
+ Fiscal Oversight:
+ Collaborate with Finance to monitor program budgets, control expenses, and meet revenue goals.
+ Analyze billing trends, reimbursement rates, and utilization data to improve financial performance.
+ Lead corrective action plans for underperforming programs with a focus on long-term sustainability.
+ Track and analyze key performance indicators (KPIs), including appointment utilization, no-show rates, and service delivery metrics.
+ Billing and Revenue Optimization:
+ Work with the billing and finance teams to identify and resolve billing issues, denials, and payment delays.
+ Monitor staff documentation practices to ensure compliance with Medicaid, Medicare, and private insurance billing requirements.
+ Implement productivity benchmarks and support clinical teams to meet or exceed targets while maintaining quality standards.
+ Community Outreach and Referral Development:
+ Develop and execute outreach strategies to increase visibility of clinical services and build referral relationships with hospitals, schools, shelters, and other providers.
+ Conduct community education and engagement activities to raise awareness about mental health and recovery services.
+ Partner with the Marketing and Development team to promote clinical programs through digital, print, and event-based strategies.

+ Master’s degree in social work, Public Health, Health Administration, or a related field required.
+ Minimum of 7 years of progressive leadership experience in behavioral health, including oversight of multiple programs or sites.
+ Demonstrated experience managing OMH and/or OASAS licensed programs.
+ Strong understanding of NYS Medicaid billing, managed care, and Clinic/PROS regulatory frameworks.
+ Proven success in staff management, census growth, and the turnaround of financially challenged programs.
+ Excellent communication, analytical, and organizational skills.
