Summary This position is located within the Bemidji Area Indian Health Service, Office of Environmental Health and Engineering (OEHE), Division of Sanitation Facilities Construction (DSFC), located in Sault Ste. Marie, Michigan. The position directs, plans, manages and coordinates the program mission to oversee the design and construction of complex water, sewer and solid waste projects serving American Indian and Alaska Native (AI/AN) homes and communities. Responsibilities Ensure quality performance of site investigations. Responsible for the sanitation facilities construction program. Manage independent contracts with contractors, as well as Tribe, State and local officials. Gather field information required for preparation of preliminary engineering reports and detailed design plans. Plan work to be accomplished by other staff and prepare schedules for completion of work. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements Specialized Experience Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. or Certification:Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Coordinating and managing multiple construction projects for the provision of sanitation facilities, preparing documentation to support environmental evaluations and preparing scopes of work for development of construction legal documents between clients and owners. Utilizing design requirements for sanitation facilities to provide well and septic systems, coordinating with vendors providing these services and proficiency in the use of AutoCAD, Civil 3D, or ArcGIS to develop work orders, construction drawings, and record drawings for sanitation facility construction projects. Providing administrative and technical oversight of sanitation facility construction contracts, and independently preparing construction cost estimates for sanitation facility construction projects to provide individual well and septic facilities. You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.
