    Job Summary

    Oversees the planning, design, coordination, and execution of enterprise-wide technology programs.

    SUPERVISION

    Works under the administrative supervision of the Enterprise Architect and Digital Development Manager or designated management staff. Oversees, assigns, reviews, and evaluates the work of professional, paraprofessional, technical and support staff.

    Representative Duties

    Manages technology programs from concept to completion, ensuring they align with organizational goals and strategies. Establishes and maintains ongoing program management.

     

    Develops and implements standards, policies and procedures for City technology programs.

     

    Assigns projects, establishes goals, and reviews performance as well as develops and implements staff development and training activities.

     

    Manages the City’s enterprise-wide technology programs, including but not limited to, the technology governance program, computer equipment replacement program, city mobile app, and website.

     

    Leads internal and external communications, training, and surveys to ensure the effective rollout of new technology solutions, enhancements, updates, and changes.

     

    Oversees the development and maintenance of internet and intranet applications, including the development and maintenance of online interactive government services such as forms, community calendars, and digital reports.

     

    Coordinates project efforts with stakeholders such as executive leadership, cross-functional teams, City staff, and contractors, and reports on the effectiveness of City-wide web and mobile applications.

     

    Oversees and participates in website content development and editing, including incorporating new web technologies, features, and functions into City sites and mobile applications.

     

    Selects, trains, evaluates and oversees the development of assigned staff, including and implementing training activities.

     

    Works with the City Attorney’s Office, vendors, and end-users to negotiate and prepare contracts for the procurement of software and technology related goods and services.

     

    Performs other duties, as assigned.

    Minimum Qualifications:

    OPTION A:

    Education: Graduation from an accredited college or university with a bachelor's degree in business administration, project management, computer science, or a closely related field.

     

    Experience: Five years of recent, paid and progressively responsible technology-focused work experience in user experience, project management, marketing/communications, or development. At least two years of the required work experience must have included project management and team leadership. Municipal experience or experience working with municipalities in implementing technology programs is desirable.

    OPTION B:

    Education: Graduation from an accredited college or university with a bachelor's degree.

     

    Experience: Seven years of recent, paid progressively responsible technology-focused work experience in user experience design, program management, marketing/communications, or development. At least two years of the required work experience must have included project management and team leadership. Municipal experience or experience working with municipalities in implementing technology programs is desirable.

    Licenses and Certificates:

    Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

     

    Industry-recognized Agile process certification (CSM, CSPO, SAFe, LeSS, or equivalent) or PMP certification is desirable.

     

    Possession of a Google Analytics Certificate is desirable.

     

    Supplemental Information

    WORKING CONDITIONS

    Work is regularly performed indoors in a home or office environment, in accordance with the City’s Telework/Flexible Workplace Policy, with frequent interruptions. Contact with the public and meeting deadlines is frequently required. Physical demands include sitting, standing, kneeling, bending, reaching, and walking. May occasionally attend meetings after regular work hours and/or weekends.
