    Summary About the Position: This position directly supports the Chief of the Programs and Project Management Branch in the development of the civil works program. Additionally, they participate in interpreting and implementing manpower allocations guidance, legislative intentions, budgetary and policy guidance, and regulations about programming on civil works activities. Responsibilities Creates work items and resource plans to establish proper funding allocation for assigned projects. Reprograms funds between management structures to support cost-sharing accounts and appropriate work items. Reviews current year programs and budget requests to ensure conformance through periodic examination of performance reports. Coordinates annual work plan development with project managers to achieve effective resource management and productivity. Develops earned value management processes to provide effective project monitoring and reporting capabilities. Recommends schedule adjustments and resource allocation to meet changing project requirements when demand exceeds capabilities. Provides technical advice and information to district organizations regarding project-related funding matters and program administration. Serves as alternate responsible employee with authority for funds transfers and approvals for project managers. Coordinates with multiple divisions and staff to develop data and prepare required reports, fact sheets, and output documents. Makes Corps of Engineers Financial Management System (CEFMS) entries and system updates to transfer Construction in Programs (CIP) and funded work Items into Placed in Service (PIS) status. Develops financial documents and schedules such as 2101 reports and Project Schedules for contract award tracking. Prepares computerized budgetary data for appropriation hearings and project information sheets for unbudgeted projects. Analyzes legislation and regulations to determine impact on District projects, programs, and goals. Determines required actions and solutions to resolve procedural problems and correct project imbalances. Prepares special reports and correspondence for management use with Congress, local interests, and higher headquarters. Participates in presentation development for mock Congressional hearings and Division-level budget request support. Develops responses to Congressional and public inquiries regarding district programs, resource capabilities, and funding needs. Compiles project performance data and information to prepare narrative and statistical reports for higher authority submission. Coordinates cost estimate preparation using project manager data augmented with indirect cost information. Analyzes organizational progress against established goals to identify trends, shortfalls, and areas requiring adjustment. Specialized Experience to qualify for GS-11 level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Assisting in the development of budget plans and estimates for projects and programs and supporting their execution under supervision. 2) Reviewing guidance and regulations to ensure compliance and providing recommendations for proper interpretation. 3) Using software tools such as financial management software (e.g., CEFMS), project management software (e.g., Project Management Business Process (PMBP) P2, Project Management Information System (PROMIS), Primavera or Microsoft Project), and other systems (e.g., Microsoft Office Suite, business intelligence software such as EDW) to perform financial and project management tasks. 4) Creating basic financial reports and tools using software like Microsoft Excel (e.g., spreadsheets, pivot tables, and VLOOKUPs) to analyze and present data. 5) Assisting in resolving funding problems by conducting preliminary analyses, proposing alternative solutions, and supporting efforts to meet organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Finance, Accounting, Project Management, Public Administration, Economics, Engineering Management, Information Systems, Computer Science, Statistics, Data Analytics or Communications or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
