    Description of Work Unit

    The mission of the Capital Planning and Programming department is to provide administrative, management, and professional services to facilitate and complete new construction, renovation and replacement of the physical facilities and infrastructure at Colorado State University. We directly support the University’s strategic objectives in administration, instruction, research, and public service. Our department is responsible for the concurrent management of multiple, and inherently complex projects with personnel that require a high level of training and expertise. We ensure that the stated objectives of each project are met while minimizing disruptions to University operations. All projects are carefully executed in compliance with the State of Colorado Policies and Procedures including all associated legislative statutes as administered by the Office of the State Architect through our delegation.

     

    To that end, customer service, industry partnership and teamwork are paramount. Through the facilities we create and develop; with ongoing anticipation and careful coordination, the underlying goal of our department is to do things better, faster and with innovation to support the research, teaching, service and outreach mission of Colorado State University and to promote long-term success.

    Position Summary

    The position will handle a myriad of tasks and the work set will be varied and exciting. Focused work required of the position will be influenced by the overall capital development plan for the University which varies year to year. As experience is secured in all areas of the CSU project development process, team leader will be able to leverage the position’s skill set to accommodate the most pressing need from a scheduling, workflow and workload standpoint while balancing the inherent need for ongoing training to retain certifications, licenses and remain adept in the use of the most current technologies.

     

    Work in planning will include developing program plans and associated bridging documents for select design build lump sum projects. Work may involve participation on the master planning committee, updating and maintenance of the campus aesthetic guidelines and support in developing materials (project planning, design criteria documents and project approval documents), required of campus, Office of the State Architect, Design – Build procurement, and legislative meetings.

     

    Work in project approvals will include Capital Design and Construction Project Approvals and Controlled Maintenance submittal management and administration. Works directly with Colorado State University Board of Governors ( BOG ), Vice President for University Operations ( VPUO ), Legislative and Office of the State Architect ( OSA ) staff in providing project planning, programming, requests, and approvals for capital projects at Colorado State University. Developing priorities for controlled maintenance and capital renewal requests with associated schedule and budget codification. Coordinates with internal FM leadership and the Office of the State Architect – Energy Performance Manager and others to develop priorities and review viability , logistics, budgets and schedules for the controlled maintenance budget request and annual report. Informs decisions on long range plans, building budgets, constructions process, schedule and budget development . Consults with deans and VPUO to determine projects to include on Capital Construction Budget Request ( CCBR ). Coordinates and monitors project approvals incrementally from the earliest stages of project planning thru construction. Assembles and submits project summary documents including building code compliance and financial close out.

     

    Work in design will include administration of the CSU Design Review Committee and Historic Review Board with associated correspondence and record keeping with the project development team. Architectural document review at each phase of the design process with associated summary reporting . Additional design related duties may include space programming, design criteria document preparation, project drawing, specification development and contract document preparation with associated internal team coordination and reviews. The role may support preparing construction documents for bidding and construction administration as well as developing Building Information Models ( BIM ) for buildings anticipated to be renovated or revitalized. Another long term work goal associated with the position is development of CSU Building Information Modeling ( BIM ) standards to inform the use of technology in the design, construction and operation of campus buildings with eventual coordination and implementation of BIM with the universities Integrated Work Management System ( AIM ).

     

    Depending on workload and workflow, the position may develop controlled maintenance building audits to inform capital renewal funding requests in coordination with code and accessibility audits performed by the building department.

     

    The position will report directly to the University Architect, Chief Building Official, Facilities Management. The proposed project approval compliance manager and staff architect will be integral to ongoing strategic project development planning around code compliance, facility design, and project approvals and acquisition. The position will support workflow efficiency, excellence of process and promote continuous improvement, accuracy and efficiency.

    Required Job Qualifications

    + Bachelors degree in Architecture, Civil, Structural, Architectural Engineering or related field.

    + Licensed Architect (RA) and/or Professional Engineer (PE)

    + 5 years design, construction, document control, quality control experience which includes:

    + Master planning, logistics planning, project approval and entitlement processes.

    + Project/Program Management

    + Construction Document production and/or review with construction administration

    + Process Development and Process Refinement

    + Autodesk-AutoCAD, REVIT

    + All Microsoft Office tools with ability to leverage MS Excel.

    + Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

    Preferred Job Qualifications

    + Master’s degree in: Architecture, Engineering, Construction Management and/or Construction Engineering.

    + Experience working with Microsoft Project.

    + Experience working with Bluebeam Review and/or ability to learn / train to proficiency.

    + Design Build Institute of America ( DBIA )certification and/or ability to learn / train to proficiency.

Work may include developing associated bridging documents for select design-build lump sum projects and preparing graphics for ongoing campus communications.

    + Coordinate and Prepare the State of Colorado Capital Construction Budget Request ( CCBR )

    + Coordinate, assemble and prepare Office of the State Architect ( OSA ) project closeout summary documents from project information provided by design and construction team members.

    + Serve as the university resource and central administration liaison for the approval process and legislative updates. Monitor legislative changes that may impact capital design and construction. Participate in impact analysis and incorporate codified changes into process documents.

    + Develop Building Audits to inform Capital Renewal Requests when prioritized for the CCBR .

    + Participate in design meetings and conduct drawing reviews with associated comments captured in Bluebeam Revu for all active large capital building projects.

    + May Prepare and Manage Construction Document Preparation for internally developed projects – anticipate $2M- $5M total development budget.

    + Oversee Historic Building Registry and advise on same around remodel/ renovation projects.

    + May participate in project procurement process as a selection committee member.

    + May participate on search committees for related positions within the department.

    + Coordinate with the CSU Building Department and advise on adherence to the CSU Facilities Planning, Design and Construction Standards through the contract document review process.

    + May Develop Building Information Models ( BIM )’s of existing facilities in preparation for conceptual design, programming and capital renewal requests.
