    Join Our Leadership Team – Deputy Executive Director, Public Works

     

    Are you a strategic leader passionate about building strong communities through innovation, efficiency, and service? The Department of Public Works (DPW) is seeking a Deputy Executive Director to help shape the future of our county’s infrastructure and services.

     

    In this key leadership role, you’ll collaborate with the Executive Director to plan, manage, and implement critical public works programs. As second-in-command, you’ll provide vision, oversight, and accountability across all the Department of Public Works operations, stepping in as Acting Executive Director when needed.

     

    This role is more than just administration; it’s about leading teams, managing projects, and making a difference. From budget planning and fiscal oversight to policy development and staff mentorship, you’ll play a key role in ensuring the Department of Public Works delivers safe, reliable, and sustainable services to El Paso County residents.

    As Deputy Executive Director, you will:

    + Provide leadership and guidance across the Department of Public Works divisions to ensure projects remain on schedule and services run efficiently.

    + Develop and execute policies, programs, and projects that address community needs and adhere to laws and regulations.

    + Manage staff development, hiring, and performance, fostering a culture of excellence and accountability.

    + Represent the Department of Public Works before the Board of County Commissioners, advisory committees, and community stakeholders.

    + Collaborate with partner departments and external agencies to achieve shared goals.

    + Serve as Acting Executive Director when required, ensuring continuity and strong decision-making.

    This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm or an alternate schedule of

     

    Monday – Thursday, 6:30am – 5:00pm; subject to change.

    Assists the Executive Director in the administration and management of the Department of Public Works. Provides leadership, direction, and oversight for the operation of all assigned areas. Serves as the Executive Director in their absence. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.

     

    Essential Duties/Responsibilities

     

    + Provides administrative oversight and management for Department of Public Works (DPW) areas that may include the highway, fleet, resource management, and engineering.

    + Responsible for developing, directing, implementing, and evaluating departmental activities, projects, and programs and ensuring all new and existing activities, projects, and programs meet established laws and regulations.

    + Works closely with division leadership to develop future project needs and documentation for the following year's construction and maintenance programs and submits to the Executive Director and oversight committees for approval.

    + Establishes and communicates the mission, goals, and objectives for areas of responsibility; develops, interprets, and ensures the implementation of policies and procedures across the Department.

    + Directs and oversees management and staff efforts, including ensuring necessary services are provided in a timely, effective manner and projects are expedited and/or completed in compliance with specifications and scheduled completion; addresses concerns, issues, and problems that arise and determines and implements or recommends necessary corrective action.

    + Recommends the hiring, disciplinary action, and termination of employees to the Executive Director. Conducts and oversees performance appraisals; provides guidance to division managers, including the appropriate disciplinary action for employees. Ensures employees receive the appropriate training and motivates staff to achieve peak performance.

    + Provides fiscal oversight and budgetary analysis related to projects, staff allocation, and contract budgets for all assigned areas. Researches, evaluates, and recommends new materials and equipment that benefit DPW.

    + Collaborates with other County departments, such as Human Resources & Risk Management, Budget and Finance, IT, and County Attorney to assure departmental services are being delivered efficiently, effectively, and in accordance with County, State and Federal rules and regulations.

    + Develops and delivers presentations to the Board of County Commissioners, Elected Officials, Highway Advisory Committee, and community organizations concerning DPW programs and related issues. Represents DPW at various meetings, committees, and events.

    + Serves as the Executive Director in their absence, including decision-making on behalf of the Executive Director in all DPW-related matters.

    + Performs other duties as required.

     

    Supervision Exercised:This classification requires managing and monitoring work performance of a department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

     

    Supervision Received:Receives minimal and broad direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.

    Qualifications

    Knowledge, Skills & Abilities

     

    + Knowledge of the principles and practices associated with public works.

    + Ability to direct and lead professional, technical, operational, and administrative support personnel; ability to train and objectively review and evaluate the performance of others.

    + Ability to develop and implement new and innovative plans, initiatives, and strategies.

    + Ability to efficiently and effectively implement the County Strategic Plan and DPW projects and objectives.

    + Ability to communicate effectively both verbally and in writing, including the ability to effectively deliver presentations.

    + Ability to establish and maintain effective working relationships with County employees, Elected Officials, community agencies, vendors, and the public. Ability to provide excellent customer service.

    + Maintain regular and punctual attendance.

    Required Education & Experience

    + Bachelor's degree in a related field.

    + Four years of related professional experience may substitute for the required degree.

    + Five years of supervisory or management experience, including planning, organizing, and directing projects.

    Licenses/Certificates

    + Must possess and maintain a valid driver's license.

    Pre-Employment Requirements

    + Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

     

    Work Conditions

     

    Duties are primarily performed in an office environment; some travel to job sites and meetings may be required. Subject to emergency off hours call-out.
