Summary You will serve as a Program Financial Analyst in the USW Combat Systems Business Operations Office, Code 2501 of NAVUNSEAWARCENDIV NEWPORT RI. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will be responsible for the accuracy of financial data. You will coordinate the administration of USW Combat system SCC financial and budgetary details. You will assure adherence to SCC financial reporting requirements. You will research information to compile, develop, and prepare detailed budget reports. You will monitor areas for process improvement. You will prepare analyses of financial requirements including budget planning, formulations, cost estimating and forecasting. You will work with project budgets, spreadsheets, reconciliation of expenses and cost analyses. You will work with project budgets, spreadsheets, reconciliation of expenses and cost analyses. You will perform activities related to determining planned actual values, calculating planned overhead costs and distributions. You will serve as a mentor and subject matter expert for junior team members in execution of their taskings. You will assist in the coordination efforts for all types of Financial Improvement and Audit Readiness (FIAR) inspection reviews and audits. Requirements Conditions of Employment Qualifications FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating Navy Working Capital Fund financial data for budget forecasting, planning and formulation and to make recommendations for improvement in accordance with policies and procedures. FOR NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing budget analysis, expenditure tracking, and financial data compilation while assisting with administration and audit preparation activities, to provide accurate financial reporting and support senior analysts in developing recommendations for program management, for the purpose of ensuring compliance with financial regulations and contributing to effective program execution through detailed analysis and documentation in a Navy Working Capital Fund environment. OR - successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 $155,164 This position is covered by the Department of Defense Priority Placement Program.
