    JOB SUMMARY:

    Under the supervision of the Director of Engineering and Facilities Management, the Manager of Capital Planning oversees, coordinates, and implements processes, operations, and activities associated with capital budgeting, planning and procurements, grant application and administration, and general compliance reviews with the FTA (Triennial Review) and NYSDOT.

     

    The Manager of Capital Planning supports the development and tracking of capital budgets and associated projects, and tracks and reports progress toward task completion; manages the tracking and compliance with environmental regulations related to the National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQR). The Manager of Capital Planning oversees the Transit Asset Management plan and also manages the Eminent Domain Process for RGRTA.

     

    This position requires coordination with our funding entities, including but not limited to the Federal Transit Administration (FTA), New York State Department of Transportation, Genesee Transportation Council and various utilities and vendors. The work includes identifying grants to apply for, preparing a grant application, grant execution, grant management and reporting and grant close out.

     

    REPORTS TO:Director of Engineering and Facility Management

     

    COMPENSATION: $80,000 to $85,000 annually (depending on experience)

    ESSENTIAL FUNCTIONS:

    + Develop and/or assist in the development of capital equipment replacement plans, budgets, and schedules.

    + Identifying grants to apply for, preparing grant applications, grant execution, grant management and reporting and grant close-out. Maintenance of a grant management spreadsheet.

    + Management of fixed asset reporting

    + Develop and/or assist in the development of facility improvement plans, budgets, and schedules.

    + Supports oversight of work activities and products of contractors and subcontractors to ensure satisfactory delivery of assigned capital improvement projects.

    + Tracks progress against milestones, budgetary guidelines, or other performance indicators and prepares and delivers reports to management.

    + Is responsible for the Transit Asset Management plan and ensures it is regularly updated and followed as required by the FTA to maintain a State of Good Repair of Authority assets.

    + Works closely with Procurement and Engineering when selecting, negotiating and managing external consultants and vendors.

    + Participate in design reviews for proposed facility improvements.

    + Provide support to the Engineering & Facilities Management department on matters as directed; may serve as staff representative on a variety of committees as assigned.

    + Supports the preparation of reports, studies, and preliminary plans for projects.

    + Participate in discussions and planning sessions with staff, consulting engineers, architects, and others regarding capital projects.

    + Prepare and review plans, specifications and estimates of capital projects, and recommend modifications and corrections as appropriate.

    + Assist in investigations and studies of proposed facilities.

    + Review monthly payments to contractors and consultants for compliance with contract requirements.

    + Assist in preparing State Environmental Quality Review Act (SEQRA) and NEPA documents.

    ADDITIONAL RESPONSIBILITIES:

    + Other duties as assigned.

    EDUCATION & EXPERIENCE:

    + Bachelor's degree in Business, Accounting, Engineering or related field preferred.

    + Minimum of 5 years' experience in finance, accounting, operations/facilities management or related field.

    + An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    KNOWLEDGE, SKILLS & ABILITIES:

    + Ability to perform all leadership and management tasks without direct supervision or guidance.

    + Strong written and verbal communication skills.

    + Ability to multitask.

    + Strong computer skills, including proficient to advanced skills in Microsoft Windows, Outlook, Word, PowerPoint, Excel, Project, and Visio.

    + Experience working with capital projects.

    + Self-directed.

    + Solid interpersonal skills.

    + Strong coordination skills.
