Position Overview:The Assistant Superintendent for Business serves as the chief financial and business officer of the District. This position is responsible for providing leadership and oversight of all financial and operational functions to ensure the effective and efficient use of district resources in support of student learning. The Assistant Superintendent advises the Superintendent and Board of Education on fiscal matters, develops and administers the annual budget, ensures compliance with state and federal regulations, and provides strategic direction for business operations. Responsibilities:1. Financial Management & Budgeting:
+ Develops, administers, and monitors the District’s annual budget.
+ Develops and implements a school-based budgeting philosophy and framework by assisting schools and department leadership in budget development, monitoring and management, including maintenance of financial records and controls.
+ Conducts long-range financial and capital project planning and research while forecasting and maintaining a multi-year financial outlook.
+ Provides regular financial reports and analysis to the Superintendent, Board of Education, and other stakeholders.
+ Oversees accounting, payroll, purchasing, accounts payable, accounts receivable, and financial recordkeeping functions.
+ Ensures compliance with state and federal reporting requirements, laws, and regulations.
+ Coordinates annual audits and implements recommendations as appropriate.
+ Conducts a compensation analysis regarding the fiscal impact of proposed compensation changes and advises leadership on financially related issues relative to labor negotiations.
+ Investment of district funds.
2. Operations Oversight:
+ Provides leadership and supervision for Facilities, Transportation, Security and Food Service departments.
+ Manages all aspects of the Business Office inclusive of grants, vendor services and payments, procurement, payroll, benefits, tax collection, and risk management.
+ Oversees capital projects, long-range facilities planning, and safety/security initiatives.
+ Develops and implements policies and procedures that promote operational efficiency and fiscal accountability.
+ Serves as a member of the RASHP I and II board, the Rochester Workers Compensation Board, and the Brockport District Wide Safety Committee.
3. Strategic Leadership & Compliance:
+ Serves as a member of the Superintendent’s Executive Cabinet and contributes to districtwide strategic planning.
+ Provides fiscal projections and financial models to support decision-making.
+ Ensures compliance with collective bargaining agreements as they pertain to fiscal and operational matters.
+ Represents the District with external agencies, community organizations, and vendors.
+ Collaborates with other leaders in the formulation of district policies and plans, and advises district leaders and others of the financial, procedural and related implications of programs and proposed changes in laws, rules, policies and procedures.
+ Ensures compliance with timely submission of accurate reports to New York State. Department of Education and Federal Government.
4. Professional Development:
+ Participates in ongoing professional development opportunities to stay current with trends, methodologies, and advancements. This includes attending workshops, seminars and professional meetings such as Leadership Council and the summer Administrative Institute.
5. Other:
+ Performs other related tasks as assigned by the Superintendent.

Qualifications:
+ A Master’s degree and appropriate New York State certification as a School Business Administrator (SBA), School District Business Leader (SDBL), or School District Administrator (SDA).
+ Candidates must have a minimum of five (5) years of successful experience in school district finance and business operations.
+ Prior experience as a School Business Official or in a similar executive leadership role, preferred, but not required.
+ Knowledge of New York State school finance laws, regulations, and reporting requirements.
+ Experience in capital project management preferred, but not required.
+ Demonstrated effective leadership skills.
+ Demonstrated proficiency with technology.
+ Demonstrated commitment to fostering an inclusive educational environment.
+ The ability to work independently and manage time effectively.
+ The ability to work collaboratively with peers and colleagues.
+ Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
