    POSITION: Credentialing Specialist

     

    REPORTS TO: Airport Operations Manager

     

    AIRPORT: Albany International Airport

    SUMMARY

    Day-to-day, this position will report to the Security Manager. The Credentialing Specialist has the responsibility to administer the airport badging process as per CFR Part 1542. The incumbent will assist the Airport Security Supervisor in ensuring compliance with CFR Parts 1540 and 1542.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: include but are not limited to the following:

    + Receives all applications for unescorted access privileges.

    + Reviews all applications and applicant documentation for completeness, accuracy and authenticity.

    + Responsible for fingerprinting, Criminal History Record Check (CHRC) process, RapBack enrollment and maintenance of all secured data obtained.

    + Reviews CHRC and Security Threat Assessment (STA) to verify eligibility for unescorted access.

    + Ensures proper processes are followed in the event of access denial.

    + Ensures that all applicant’s security files are accurate and complete.

    + Files and maintains the security records of all employees with unescorted access privileges.

    + Issues, activates and deactivates all ALB access identification media.

    + Coordinates security training for all ID media holders.

    + Maintain the records of security training as required by CFR 1542.

    + Responds to requests for information concerning the badging process, security requirements and training requirements.

    + Properly handles and safeguards Personal Identifiable Information (PII) and Sensitive Security Information (SSI).

    + When directed by the Operations Manager, Security Manager, or Supervisor, provide timely evidence, as may be requested by the TSA, for compliance with TSR Part 1542.

    + Upon request, assist in maintaining and providing to TSA, a complete and current list of all individuals afforded authorized unescorted access to restricted areas.

    + Serves as a designated alternate to assist TSA Inspectors, upon request, in the performance of their official security related duties.

    + Other duties as may be assigned.

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE

     

    + Associate degree (AA) or equivalent from two year college or technical school; or six months to one year experience in administrative duties.

    + Operating a computer and its various components (e.g., mouse, keyboard, monitor).

    + Navigating and using the operating system (e.g., Windows, Microsoft Office).

    + Using and managing files and folders.

    + Creating, editing, and formatting documents (e.g., Word Docs, Excel worksheets)

    LANGUAGE SKILLS

    + Ability to read and interpret documents such as Security Directives, TSA National Amendments, Information Circulars, safety rules, operating and maintenance instructions, and procedure manuals.

    + Ability to write routine reports and correspondence.

    + Ability to speak English fluently.

    + Ability to speak effectively and professionally before groups of customers or employees of an organization, at all times.

    MATHEMATICAL SKILLS

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret graphs.

    REASONING ABILITY

    Ability to understand and to follow instruction provided in any form (written, oral, or diagram). Be able to apply the procedures/protocols to problem solving with minimal supervision.

    CERTIFICATES, LICENSES, REGISTRATIONS

    Must possess and maintain a valid NYS Driver’s License as a condition of employment. Must be able to obtain a NYS Security Guard License upon employment.

    While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel, and talk and hear. The employee frequently is required to stand, walk, sit and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
