Position Summary Information
General Summary
TheSr. Performance Analyst is responsible for leveraging data to drive informed decision-making, operational efficiency, and process improvements. The analyst will analyze data and create reports that provide feedback for the divisions and the department as a whole. The Sr. Performance Analyst will work with large complex data sets, including exporting/importing from various sources, cleaning data files, and maintaining historical records. Through conducting data analyses, creating actionable insights, and facilitating departmental collaboration, the Sr. Performance Analyst ensures alignment with the organization’s strategic priorities of optimizing maintenance, asset management and infrastructure reliability, and customer engagement.
Essential Functions
+ Use performance data to provide actionable recommendations that enhance service delivery and infrastructure maintenance
+ Ensure that data analysis and reporting directly support the department’s mission to maintain infrastructure, protect the environment, and deliver superior customer satisfaction
+ Develop, analyzes, and updates reports, dashboards, and visualizations using tools such as Power BI, infographics, macro-enabled workbooks, and Tableau
+ Determine data validity, implements data quality checks, advocates for data standards and participates in data governance discussions
+ Conduct root-cause analyses to identify performance challenges, optimize processes, and recommend solutions that align with department needs
+ Benchmark performance against peer utility providers to identify and implement best practices
+ Facilitate workshops and discussions across divisions to streamline workflows, improve efficiencies, and promote cross-departmental teamwork
+ Design and implements initiatives to improve operational practices, recordkeeping systems, and performance standards
+ Support the development of innovative solutions to reduce costs, enhance safety, and deliver results aligned with “best in class” practices
+ Validate data accuracy, enforces data standards, and contributes to data governance policies to ensure reliability
+ Advocate for and implement processes that enhance data quality and usability
+ Map as-is and to-be business process flows
+ Analyze customer feedback and operational data to identify trends and recommend service improvements
+ Develop surveys and conduct research to better understand department needs and measure satisfaction
+ Perform special projects as assigned
Other Functions
+ Provide strategic guidance to Utility Services leadership, contributing to the development of department-wide initiatives
+ Represent the department in interagency and external meetings to promote collaboration and share insights
+ Support training efforts for department staff in areas such as data collection, analysis, and performance improvement

Required Knowledge, Skills, And Abilities
+ Strong understanding of performance metrics and their application in a water utility environment
+ Intermediate skills in data visualization tools (e.g., Tableau, Power BI), statistical analysis (e.g., SPSS , SAS ), and SQL programming
+ Ability to communicate complex data insights to technical and non-technical audiences, fostering shared understanding and collaboration
+ Knowledge of process improvement methodologies and experience with mapping “as-is” and “to-be” workflows
+ Excellent organizational skills with a focus on detail, prioritization, and meeting deadlines
+ Ability to gather, compile, analyze, and research data in a variety of formats
+ Ability to respond to information requests quickly and on short notice
+ Ability to work effectively both independently and within a team environment
+ Ability to maintain state-of-the-art technical skills
+ Strong attention to detail and ability to work in a collaborative setting
Minimum Education, Experience Requirements
+ Bachelor’s degree in mathematics, statistics, computer science, data science, social sciences, management information systems, public administration, business administration, or related field
+ 3 years of experience in extracting, analyzing, reporting, and visualization of data including experience using Microsoft Word, Excel, PowerPoint, and Access and experience in SQL programming and using SQL to query and summarize data
OR
+ High School diploma or equivalent
+ 7 years of experience in extracting, analyzing, reporting, and visualization of data including experience using Microsoft Word, Excel, PowerPoint, and Access and experience in SQL programming and using SQL to query and summarize data
Additional Requirements
+ Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter
Preferences
+ Master’s degree in mathematics, statistics, computer science, data science, social sciences, management information systems, public administration, business administration or related field
+ Experience in project management, survey research, or utility services
+ Experience in survey research and online survey tools such as Survey Monkey and Qualtrics;
+ Experience in project management
+ Demonstrated experience in major statistical packages such as SAS , SAS Enterprise Guide, SPSS , Stata, or R
Salary$96,038 - $163,523
