    Job Description

    Minimum Qualifications

    Education

    + High School diploma or GED

    Experience

    + A minimum of seven (7) years of transit maintenance experience inspecting and repairing a large inter/intra city bus and/or related vehicular fleet

    + Experience must include at least three (3) years in a supervisory capacity over fleet maintenance functions, consisting of the oversight of union employees, division environment safety and bus maintenance equipment maintenance, repair and overhaul.

    Certification/Licensure

    + A valid driver’s license

    Preferred

    + Experience as a senior supervisor and/or manager of a metropolitan bus maintenance facility.

    + Vocational, technical training and/or Technical Certification/Licenses in automotive maintenance

    + Associate’s Degree in Fleet Management, Engineering, Transportation or related field

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    Job Summary

    The Heavy Overhaul Shop Superintendent is a managerial, supervisory, technical, and administrative bus maintenance manager accountable for the effective operational planning and management/supervision of major repair and overhaul work on Washington Metropolitan Area Transit Administration (WMATA) bus systems, components, and mechanical/electrical assemblies. The incumbent manages and supervises all aspects of the heavy maintenance shop operation. The accountability involves developing maintenance schedules, programs, formulates and executes the shop budget; makes staffing level determinations, plans work, and related matters to ensure the efficient and effective operation of the maintenance shop. Work is performed in accordance with the manufacturer’s recommended maintenance procedures and the Authority’s adopted maintenance program.

    Essential Functions

    + Assists with calibration and maintenance of repair shop tools, test equipment, and machines. Enforces established WMATA safety and personnel management practices.

    + Attends weekly meetings with supervisors. Communicates with procurement to make sure shops are properly stocked.

    + Monitors tool and part inventories and the condition of shops. Reviews shop production reports. Ensures proper training for employees.

    + Prepares annual and long-range forecasts for budgetary and other purposes. Manages financial budget. Ensures shop operations comply with budget restrictions. Ensures the shop has necessary tools, equipment, and parts.

    + Manages all aspects of the heavy overhaul maintenance program. Establishes a comprehensive and effective heavy maintenance program. Establishes work plans and evaluates staff performance.

    + Manages testing, troubleshooting, repair, and overhaul of bus vehicle systems. Monitors sources of capital input. Evaluates fuel, oil, and parts consumption. Investigates and diagnoses bus component failures and alleged failures.

    + Oversees effective shop operations and goal maintenance. Oversees major repairs of buses after accidents. Participates in the technical evaluation of new vehicles, equipment, and parts. Purchases necessary parts.

    + Submits daily inventories and requirements. Works with suppliers and manufacturer representatives. Troubleshoots various shop problems.

    + Recommends personnel actions such as hires, promotions, discharges, or disciplinary measures. Conducts disciplinary interviews and administers discipline as required. Coordinates with internal and external parties to resolve issues. Discusses complaints and grievances with employees and employee representatives.

    + Responds to road emergencies. Monitors time allowance and overtime usage.

    + Serves on various interview panels as required
