    The City of Carlsbad Human Resources (HR) Department operates in a very collaborative environment where a positive, supportive and can-do approach is valued, and everyone works as a team and across different functional sections as needed.     The Opportunity

    The Human Resources Department (HR) currently has a Human Resources Analyst opening primarily assigned to the functional area of compliance, training & development, employee engagement, and employee relations. The incumbent will also act in a generalist capacity while supporting additional areas within HR as needed.

     

    The HR Department is looking for a motivated, positive, friendly, customer service focused individual that has a good sense of humor and is results oriented. The ideal candidate will have experience in employee development, HR compliance coordination and employee engagement, or other relevant experience. They will also possess strong knowledge of Learning Management Systems (LMS), Human Resources Information Systems (HRIS), Microsoft Excel and database management. This is a fast-paced work environment where multiple priorities and a variety of tasks need to be managed effectively. The incumbent in this position must be able to work as part of a team and be motivated and driven to remain up to date on the changing regulations within their assigned functional area, as well as in human resources in general.

     

    Adequate performance at this level requires the knowledge of human resources related laws, procedures and policies, ability to maintain compliance, and the ability to work independently and offer alternative solutions in solving problems and in achieving greater effectiveness. This position will require exceptional communication skills, a high level of customer service and diplomacy working with employees at all levels of the organization including executive level. The ideal candidate will also need to be a strategic partner both in HR and with other departments while independently managing and coordinating various projects.

     

    This position will require occasional work in early morning, nights and weekends.

     

    Basic Function

     

    Under general direction, the Human Resources Analyst performs a variety of difficult and/or complex professional level technical, analytical, and administrative duties in support of the city’s human resources functions.

    Incumbents in this class perform a wide variety of the most difficult and complex tasks and responsibilities which vary depending on their job assignments. Duties require the ability to perform comprehensive analysis of difficult problems, issues, and situations, choose among a number and variety of alternatives in solving the problems, make recommendations and assist in the implementation of the recommendations. The assigned work may involve supervision of other employees.

    Key Responsibilities

    Ensures city compliance with HR related state and federally mandated trainings. Coordinates, assigns trainings and tracks completion within an LMS, develops communication plans, works with all city departments management and designees to ensure proper coordination, and works with all levels of staff all the way up to the executive team to ensure 100% compliance.

     

    Coordinates citywide training and development programs, coordinates training curriculum with facilitators and vendors, tracks attendance and evaluates program effectiveness. Manages the city’s performance program, Let’s Connect, utilizing an LMS to administer, assign and track completion.

     

    Provides assistance with employee relations issues, consults with managers and employees regarding the interpretation of personnel practices, policies, and procedures including related laws and regulations, provides information and assistance to departmental personnel regarding employee evaluations, disciplinary actions and other employee relations issues.

     

    May administer the city’s employee benefit program, including medical, dental, vision, spending reimbursement accounts, life insurance, long term disability, and Employee Assistance Program (EAP).

     

    May assist in planning, coordinating, designing, and developing recruitment and selection materials and examinations, compose job bulletins and related recruitment and outreach materials, screen applications, score and analyze results of written, oral and performance examinations, coordinates with department management and hiring managers throughout the process, and provide job offers.

     

    Provides assistance during the labor negotiations process, conducts surveys and provides statistical reports of pay and benefits, evaluates changes to bargaining unit memorandum of understanding and recommends applicable changes to personnel rules and regulations. In addition, works with Finance to calculate all costs related to negotiations.

     

    Assists in the overall management of the workers' compensation program via a Third-Party Administrator, reviews initial workers' compensation claims and determines type of claim to be established, serves as liaison with injured workers, city departments, Third Party Administrator, attorneys, medical providers, and investigators in the management of injured worker claims, works closely with insured employees and department managers regarding return-to-work issues.

     

    Supports employee onboarding and offboarding activities, including medical and background check processes, processing of new hire paperwork, and separation administration.

     

    Researches, analyzes, and maintains the city's classification plans, prepares or revises job specifications, conducts classification and compensation studies and drafts reports, recommends salary range placements and adjustments, implements and reviews salary structure and merit adjustments for compliance with city policies and procedures.

     

    Perform other related duties as required.

    + Establish and maintain effective working relationships with those contacted in the course of work

    + Organize and coordinate projects and prioritize activities to meet established deadlines

    Experience & Education

     

    Any combination equivalent to experience and/or education that would provide the required knowledge and abilities will be considered to qualify for this position. A typical way to obtain the knowledge and abilities would be:

     

    A bachelor’s degree in human resources, labor and industrial relations, psychology, business or public administration, or other related field.

    A minimum of three (3) years of professional experience in recruitment, testing and examination under a merit system; classification and compensation; benefit program administration and/or general personnel administration.

     

    The city may consider an equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications and we encourage you to apply if you are interested.
