Hanford Tank Waste Operations & Closure (H2C) delivers exceptional performance in safely removing, treating, and disposing of tank waste. H2C leads the nation's largest and most complex radioactive waste cleanup, including closure of the legacy waste tanks at Hanford containing 56 million gallons of radioactive and chemical waste.

The Procurement Specialist solicits, negotiates, places, and administers subcontracts/purchase orders for the purchase of goods and services. Ensures appropriate fiscal responsibility is maintained and required policies, procedures, codes, standards, and federal regulations are properly adhered to and translated into legally binding contractual documents to protect and minimize the exposure of government and company liability, monetary and property loss, litigation, and disputes.
* Typical delegation of Authority Range: $0-$1M;
* Effects procurement plans, negotiates and administers subcontracts to include pre-planning, RFP, source selection and milestones, subcontract type, scope of work, analysis, award, post award concerns, terms and conditions, change notices, audits, timely renewals, expirations, innovations, resolution of problems, and 100% compliance with the terms and conditions of invoices submitted.
* Leads procurement strategy discussions for major, complex procurements.
* Awards and administers major Fixed Unit Price Blanket Master Agreements, other Fixed Price Subcontracts, and Cost-type Procurements.
* Provides leadership and serves as a resource to less experienced personnel.
* Orients buyers to necessary skills and strategies related to procurement and directs the activities of buyers as assigned.
* As an alternate to the manager, may assign requisition workload to appropriate procurement personnel. Performs a lead function of assigned areas of expertise.
* Acts as a point of contact for audit reviews.
* Will mentor less-experienced specialists and provide formal training in the procurement of items and services.
* Identifies, plans, and approves procurement actions. Develops strategies and negotiations consistent with company prime subcontract requirements, procurement department procedures, and Department of Energy directives.
* Facilitates and implements corrective actions for supplier quality and delivery problems.
* Performs feasibility studies, cost/price analyses, and close outs of subcontracts.
* Prepares contractual documents and correspondence (internal and external) to ensure compliance with all Federal laws as well as prime subcontract.
* Perform reporting, including but not limited to, statistical, weekly performance, and open requisition.
* Facilitates and records subcontract progress meetings.
* Prepare written responses to DOE comment letters for management signature;
* Reviews and interprets federal and DOE regulations to determine their applicability to purchasing personnel and provides implementation suggestions to management.
* Interfaces with general counsel legal issues affecting the procurement function.
* Explains cost/price analysis techniques to procurement staff.
* Leads special projects to enhance Procurement Department initiatives.
* Perform other duties as assigned.
Required Qualifications
Grade 19:
*Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or related discipline: and
*Nine (9) years of relevant experience or equivalent combination of education and/or experience.
Grade 20:
*Bachelor's degree (BA/BS) in Business, Finance, Supply Chain Management, or related discipline: and
*Ten (10) years of relevant experience or equivalent combination of education and/or experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications
* A comprehensive level of knowledge and understanding of the procurement cycle times for engineered equipment, R&D, construction and technical services, and bulk material commodities.
* Knowledgeable in H2C computer programs such as, but not limited to, Asset Suite, IDMS, PER's, CLTR, TFMSS, and E-Stars.
* Thorough knowledge of Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations.
* A comprehensive understanding of the engineering processes and deliverables required for scope definition.
* A thorough understanding of inventory control and asset management.
* Excellent understanding of manufacturing processes.
* Managerial Experience in the procurement discipline.
* Technical background in field or design engineering.
* Experience with planning of Capital Line Item Projects in accordance with DOE O 413.3B.
* Nationally recognized certification in the field (NCMA, ISM, etc.).
Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
Hiring Range Minimum: $117,225
Hiring Range Maximum: $162,688
