The Office of State Procurement serves as the centralized purchasing and contracting agency of the State of Louisiana, establishing competitive, cost- effective contracts for goods and services in full compliance with the law, and facilitating access to those contracts by State agencies and political subdivisions, equipping them to effectively serve the needs of the people of Louisiana.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
General Procurement Duties:
• This position is responsible for developing, awarding, and managing a system of statewide contracts for a wide variety of commodities, including the purchases of supplies, services, and equipment utilized by all agencies above their delegated authority
• Work includes the monitoring, evaluating, and forecasting of economic and market conditions to determine proper actions relative to state contracts which will best serve the economy and supply needs of state agencies
• Responsibilities include special project or work group management activities with extra measure of complexity due to required independent thought processes and people skills
• Assists in testing of new package releases for LaGov relative to the procurement process
• Performs an audit function to insure compliance with purchasing rules and regulations by reviewing and recommending final approval or disapproval of bids processed at non-exempt agencies which exceed delegated purchasing authority
• Work includes the generation of comprehensive bid and contract proposals. This requires review, evaluation, and/or development of specifications to fulfill the agencies' needs and foster competition. Must ensure that specifications are not restrictive but adequately describe agency requirements
• Researches standards of quality to improve specifications; methods to reduce product cost; methods to improve, simplify, eliminate, create or combine user friendly contracts to obtain best value; and initiatives to improve vendor performance
• Maintains a working knowledge of Louisiana Administrative Code 34 and Revised Statute 39 and stays abreast of new laws and changes and integrates this knowledge into independent problem resolution
• Works with state agencies to investigate problems with goods received and to ensure vendor's compliance with product specifications
• Testifies as a procurement expert at administrative reviews of vendor protests of solicitations and awards and conducts bidder's conferences, representing the Office of State Procurement.
• Organizes and conducts pre-bid conferences for the purpose of gaining both end-user and vendor input, explaining bid and contract requirements, and correcting possible ambiguities
• Assists vendors with the LaGov ERP system to facilitate enrollment, updates, receipt of solicitations, and the UNSPSC commodity code selections
• Oversees preparation of bidding, entering, and updating all statewide contracts in the La Gov ERP system. Serves as contract data manager to ensure that all data is in the LaGov system
• Maintains working knowledge of all SAP modules in LaGov related to vendor enrollment, bidding, and awarding of contracts
• Monitors LaGov to determine all work or approvals pending review or action
Expertise Problem Resolution, and Document Review Duties:
• This position provides regulatory supervision over agencies, statewide, by providing direction, training, and guidance to agency personnel in problem resolution concerning contracts, projects, and explanation of current procurement laws, policies, and procedures
• Work includes reviewing decisions, countersigning decisions, rejecting inaccurate decisions, and requiring deadlines and priorities
• Serves as primary liaison to user agencies on a daily basis concerning LaGov use for processing of requisitions and purchase orders. Includes agency system utilization, providing assistance and recommendations as needed; and, referring agency users to others as needed for training, database assistance, communication problems, etc.
• Works with agency administrators, officials, and other personnel to solve problems associated with purchases and contracts.
• Serves as a specialist in the statewide procurement of commodities and services. Interprets statues, rules and regulations for agencies and the private sector
• Plans, organizes, and conducts workshops and seminars to inform agency personnel and vendors on a statewide basis of all procurement laws, policies and procedures.

Position-Specific Details:
Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a State Procurement Analyst 1 (AS-614), State Procurement Analyst 2 (AS-616) or State Procurement Analyst 3 (AS-617) depending on the level of experience of the selected applicant. The maximum salary for the State Procurement Analyst 3 is $ 96,533 . This position has a Special Entrance Rate (SER) as follows:
If filled as a State Procurement Analyst 1, the SER is $1,589.60 biweekly
If filled as a State Procurement Analyst 2 , the SER is $1,824.80 biweekly
If filled as a State Procurement Analyst 3 , the SER is $1,953.60 biweekly
This position also has retention pay of $1.00 per hour for each hour worked.
