This position is part of the Government Secure and Intelligent Documents, Government Publishing Office in Washington, District of Columbia. Responsibilities Supports all IT systems (Formscan, Oracle, etc.) associated with the manufacturing and assembly of E-passports and related product lines; also serves as a technical specialist in the use of various Manufacturing Execution Systems related to software. Reviews and recommends improvements to the current E-Passport production, Waste processing Center, and Return Book Processing Center processes as they relate to IT technology. Leads data archiving and data mining efforts, and creates reports to expose meaningful trends, etc., for return, supplier, production throughout, and waste. Develops, implements, and documents the systems related to the supply chain management, raw goods and work in progress, and finished goods tracking, manufacturing, processing, assembly, packaging, and distribution of E-Passports. Designs and maintains Oracle inventory control and chip-tracker IT architecture for E-Passports. Ensures logical and physical database management appropriate for E-Passports and related products. Requirements Conditions of Employment Qualifications To qualify for the IT Specialist (DATAMGMT/SYSADMIN), PU -2210-13, you must meet the following requirements: Basic Requirements: For GS-12 and above: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Experience: Individuals must have IT-related experience demonstrating each of the competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to meeting the above Basic Education or IT Experience, the applicant must meet the following: Specialized Experience: To qualify for the IT Specialist (DATAMGMT/ SYSADMIN) PG-2210-13, applicants must possess at least one year of specialized experience equivalent to or higher than the PG-12 grade level in the Federal Service or equivalent Private Sector experience that includes: 1. Supporting and maintaining IT systems critical to E-Passport manufacturing and assembly operations, including Formscan, Oracle, and Manufacturing Execution Systems (MES). 2. Leading data-driven improvements within the E-Passport production environment, including data mining, archiving, and reporting to enhance throughput, reduce waste, and optimize return processing workflows. 3. Designing, implementing, and managing E-Passport-specific IT systems for inventory control, chip tracking, and supply chain management from raw material intake through packaging and distribution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement(09/12/2025) to be considered. Education Substitution of education in lieu of specialized experience may not be used for this grade level. Background Investigation: For a Secret Clearance: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months. GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
