    Job Description

    The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love.

    HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

    Your Team:

    The Office of Housing Access and Stability (“HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

     

    The Division of Tenant and Owner Resources (DTOR), within HAS, is responsible for the administration of rental subsidy programs that serves over 45,000 households and 9,000 landlords in all five boroughs. These programs include the Housing Choice Voucher (HCV), Project Based Voucher (PBV), Moderate Rehab Section 8, Moderate Rehab Single Room Occupancy (SRO), and Continuum of Care (CoC)/Shelter Plus Care (SPC), NYC 15/15, Housing Access Voucher Program (HAVP) and HOME Tenant-Based Rental Assistance (HOME TBRA).

    Your Impact:

    As Project Manager of NY Rental Assistance Programs within the Division of Tenant and Owner Resources, you will provide operational support of key rental assistance initiatives. This includes supporting and managing the Housing Access Voucher Program (HAVP) in NYC, re-launching HOME TBRA and leading the NYC 15/15 rental assistance programs. Below are high-level descriptions of the programs:

     

    - NYC Housing Access Voucher Program (HAVP): A new four-year state-funded pilot that provides rental subsidies to low-income NYC families and individuals who are homeless or at risk of losing their housing.

     

    - HOME Tenant-Based Rental Assistance (HOME-TBRA): A federally funded program that offers flexible rental assistance to help low-income households afford market-rate housing.

     

    - NYC 15/15 Program: A city-funded rental assistance initiative that helps eligible households experiencing or at risk of homelessness secure affordable apartments, paired with supportive services to promote long-term stability.

    Your Role:

    The Project Manager of NY Rental Assistance Programs, reporting to the Director of NY Rental Assistance Programs, will provide critical operational support for NYC HAVP, HOME TBRA, and NYC 15/15 programs. This includes preparing and maintaining reports and statistical analyses to measure the performance of the programs.

     

    The Project Manager will propose and coordinate projects to maximize performance in the unit’s operations and portfolios under the oversight of the Director. The role also includes maintaining program integrity and upholding compliance – while balancing efficiency, transparency, and accountability.

     

    In addition, the Project Manager will track and respond to inquiries from a variety of stakeholders including landlords, tenants, elected officials, and the general public. The Project Manager will develop an expertise in these programs to support the Director and manage special projects as needed.

    Your Responsibilities:

    Responsibilities include, but are not limited to:

    - Assist with the creation, design, and implementation of reports in HPD’s Business Intelligence and other systems

     

    - Review internal and federal policy changes with the Director and assist in training staff on any changes

     

    - Serve as a representative of the unit in internal and external meetings and other communications with stakeholders.

     

    - Draft and prepare notices, procedure documents, letters, meeting materials, and other correspondence

     

    - Review and respond to inquiries from owners, HPD divisions, and other stakeholders

     

    - Coordinate with HAS units and HPD divisions as needed, including for tenant transfers, case assignments, requests for reasonable accommodation, and special projects

     

    - Coordinate with IT staff on any reporting requirements and database updates needed for any relevant projects and initiatives

     

    - Assist with, coordinate, and/or lead other projects as needed

    Preferred skills:

    - Strong proficiency with Microsoft Excel and Access; business intelligence systems experience preferred

     

    - Strong analytical and detail-oriented aptitude; a high degree of accuracy is required

     

    - Excellent communication and organizational skills

     

    - Proven ability to problem solves

     

    - Ability to transform complex regulations and information into simple procedures

     

    - Must be able to work effectively with minimal supervision

     

    - Ability to learn and adapt to change

    Qualifications

    1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

    2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
