    The Traffic Safety Project Engineer position is assigned to the Safety Planning Group of the Traffic Safety Systems Section within the Traffic Safety Unit of the Transportation Mobility and Safety Division. The primary purpose of this position is to provide technical leadership, engineering expertise and investigative support for Transportation Improvement Program projects. Significant involvement in the project development process is required including attending project meetings, providing necessary safety data to support projects throughout the project development process, and communicating traffic safety findings and practices. This position will assist in developing alternative analyses for proposed projects based on Highway Safety Manual methodologies and software. This position will assist in the development, research, documentation and continuous quality improvement of the procedures and methodologies used to evaluate and analyze projects from a safety perspective. This position will assist with managing the Fatal Crash Review Program. This position is also responsible for providing crash analyses and crash mapping (collision diagrams and GIS mapping) to internal and external customers.

     

    This position requires an understanding of the technical aspects of traffic engineering principles, methods, techniques, and analytical highway safety skills in order to improve the Section’s expertise, efficiency, and production, while maintaining the high engineering standards required by the Department of Transportation. This position must have a basic knowledge of traffic engineering concepts, particularly those pertaining to engineering countermeasures for traffic crash analyses, which includes preparing collision diagrams, GIS mapping, intersection crash analyses, and strip analyses. This position requires good written and oral communication skills in order to handle the task of report writing, correspondence, personnel and public contact. This position is responsible for leading road safety assessment teams across the state, which requires appropriately selecting sites and recognizing correctable patterns, conducting crash analysis, collecting field data, leading a team of peers, and developing and communicating recommendations based on sound traffic engineering principles. The applicant must be passionate about the field of traffic safety and this position’s role in reducing the number of North Carolina traffic-related fatalities and injuries.

     

    The variety of projects and vast amount of research in highway safety require professionals to stay abreast of the advancements in both methodologies and technologies used in analyzing safety projects. This requires the development of information technology and computer applications, use of advanced data collection equipment, use of complex computer software applications and hardware. The applicant will be required to maintain a high level of knowledge concerning research in the fields of traffic safety, traffic engineering, data collection techniques and equipment and data analyses with an emphasis on traffic engineering and safety to complete traffic safety project reviews. The applicant will be a team member on various NCDOT research projects.

     

    Knowledge, Skills and Abilities / Competencies

    Management prefers applicants with the following:

    Additional Expectations:

    The variety and complexity of the projects require an advanced understanding of the location, design and operation of transportation facilities; the Department’s policies and procedures; the NEPA planning process; general statutes and federal regulations as they pertain to the operation of transportation facilities; and the engineering and mathematical methods used to analyze such projects. The scope of the work requires this position to conduct complex calculations using data collected from engineering investigations, relational databases and the North Carolina Traffic Records System. Some written guidelines are available, however, the diversity in locations and operating conditions require identifying the gaps in the written guidelines and the ability to determine and evaluate alternative solutions to problems and recommend course of action based on sound engineering judgment. This position is responsible for becoming familiar with and effectively interpreting and applying: the Highway Safety Manual, Manual on Uniform Traffic Control Devices, Crash Modification Clearinghouse, ITE Traffic Engineering Handbook, AASHTO Green Book, Traffic Engineering Accident Analysis System (TEAAS), and North Carolina and Federal codes, regulations and statutes. Strong communication (oral/written/presentation) and public service skills (listening and understanding other perspectives) are required to effectively interact with a full range of customers and partners.

     

    Management prefers applicants with registration as a Professional Engineer in North Carolina.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
