Under the supervision of the Mirror Federal Programs Director, the Chief of Security, Reentry Center (RRC), at the Department of Justice, Bureau of Prisons contracted residential reentry programs is responsible for supporting the reentry programs and services offered by Mirror to its contracting authorities to include security/accountability and clerical duties that support the site Director in managing the daily administrative operations of the program. The Chief of Security shall provide technical support to line staff members by interpreting program policies and procedures, reviewing policies and/or Operations Manual (s) with staff, give technical training, review program operations and report writing to ensure compliance with contracting authorities. The Mirror Chief of Security shall operate in an ethical, professional manner, interact with others in such a fashion as to create and maintain respect for the agency and the United States Government, Department of Justice, Bureau of Prisons. He/she shall be familiar with the Statement of Work and the contractual provisions set forth in the agreement with BOP. They shall also act in accordance with the policies determined by the Board of Directors and shall abide by all applicable federal, state and local regulations. In short, the duties of this position include facility and program security and inmate accountability support for the Director of Federal Programs, supervision of RRC Program Technician staff (as directed by the RRC Director) supervision of federal offenders, charting of offender behavior, clerical tasks as related to the work environment, security, collection and the related paperwork requirements of offender urinalysis testing and assisting the clinical staff whenever needed.
Duties and Responsibilities:
+ Be available to work varying schedules and varying shifts, including some weekends.
+ Assist the site Director with the paperwork demands of the RRC.
+ Technical Consultation: typical tasks include serve as communications link within the agency by interpreting rules, regulations program policies and procedures to staff; acts as technical policy advisor to line staff in security and accountability procedures, program administration; write technical memorandum and reports; participate in program planning, operational reviews, and the Program Review Team.
+ Operations Review: tasks include onsite review of daily operations for compliance with and adherence to operational standards; supervision of security staff (correction technicians) assist in identifying operational strengths, weaknesses, problems or areas of noncompliance and recommend corrective action to Director of Federal Programs.
+ Program Training: tasks include developing and delivering technical training on accountability, personal staff and resident safety procedures, program policies and procedures; conduct surveys to identify training needs.
+ Supervise offenders during the assigned hours per the agencys accountability standards and monitor groups as required.
+ Maintain an accurate inventory and adequate stock of supplies for both office and facility need.
+ Provide educational presentations and facilitate offender security and accountability as directed by your supervisor.
+ Maintain financial records as required by the agency. Submit billing information/weekly, monthly reports and other information as requested in a timely manner and as required by Mirror Policy and Procedure.
+ Must attend and participate in all staff meetings as directed by the Mirror Federal Programs Director.
+ Record and deposit offender subsistence, which is collected via the policy and procedures, set forth by the agency. Assist in the collection of subsistence as it directly impacts the relationship between the offender and BOP.
+ Assist Mirror's clinical and administrative staff with BOP compliance and audit conditions.
+ Assist in the development and monitoring of ACA and/or COMPLIANCE project and compliance.
+ Some limited food preparations on weekends and mornings (or on an as needed basis).
+ Perform other job-related functions as directed by your immediate supervisor.
Qualifications
+ Undergraduate degree in criminal justice or in another related human services (such as in the field of addiction or in corrections) and/or documented work experience is required. A combination of work experience and/or higher education may be substituted for undergraduate degree at the discretion of the agency.
+ Experience in supervising, mentoring and supporting correctional staff members.
+ Experience in security, environmental management and ability to manage administrative and clerical tasks.
+ Must be proficient in Microsoft Office Word, Outlook and with a basic understanding of Excel and Access preferred
+ Experience in supervising and interacting with persons the offender population required.
+ Excellent interpersonal skills required as well as ability to communicate effectively both verbally and in writing.
+ Capable of maintaining a team spirit. Ability to work cooperatively with others. Must be adaptable to change, have effective organizational skills and the ability to follow through on multiple tasks.
+ Ability to organize and prioritize and follow through with multiple tasks related to security, offender accountability, facility safety and environment and charting and tracking the physical whereabouts of the offenders referred to Mirror Residential Reentry Center residential programs.
+ Awareness of safety and security (inmate accountability/searches/tracking) reentry policy, procedures and philosophy.
+ Must be able to pass an extensive DOJ, BOP background/security check.
+ Employees who have been diagnosed with any type of substance use disorder or behavioral addiction/compulsion must have sustained a minimum of two consecutive years of abstinence from all intoxicating substances and symptoms of their chemical and/or behavioral addiction; and must be in full sustained remission.
+ This position may also involve bending, walking stairs and lifting up to 40 pounds on occasion.
