    Summary This is an Air Reserve Technician (ART) position. Responsibilities The primary purpose of this position is: as an Air Reserve Technician (ART) to perform technical and administrative analytical work of planning, development and implementation of Airlift and Air Refueling Missions, transportation requirements to assure safe, expeditious domestic and international transportation of high-level officials and their staffs to meet critical, sensitive diplomatic, military and domestic requirements. DUTY 1: Manages air transportation for both CONUS and OCONUS cargo and/or passenger movement. Coordinates and disseminates Higher Head Quarters (HHQ) Current Operations-directed mission changes for missions in execution phase. Independently and thoroughly researches, plans and executes after-hours missions and/or mission changes with or without the direction of duty officer or assistance of mission planners. DUTY 2: Responsible for accomplishing all aspects of aircrew and aircraft support for assigned missions. Calculates flight and fuel planning, ground times, flying times, and loading criteria. Determines aircrew ground training by reviewing aircrew currency documents. Schedules instructor/evaluator/equipment when it is determined that crew member requires upgrade training. Coordinates aircraft schedules with all bases on mission itineraries, support equipment, and fuel requirements. DUTY 3: Supports assigned missions by reviewing various databases and other sources of weather, itinerary, equipment and passenger information. Research information, including the DOD Foreign Clearance Guide, other flight information publications, aeronautical charts and maps, to ascertain and verify accuracy, validity, currency, applicability, completeness, and make appropriate itinerary changes. Compiles and organizes data into a cohesive, complete mission plan addressing specific itinerary and passenger requirements for the aircrew. DUTY 4: Develops quarterly flying schedule from annual flying requirements. Builds and reviews monthly flying schedules and ensures that all mission taskings from HQ AFRC and HQ AMC are integrated into the schedule. Coordinates air refueling requirements with receiver units, reserves air refueling tracks, coordinates contact time, flight level and fuel offload with each receiver unit. Formats and transmits air refueling data to HQ AMC Tanker Airlift Control Center for quarterly requirements and publication. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions BASIC REQUIREMENT: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Air Force transportation management policies, procedures to interpret operations policies, procedures, and guidelines, particularly pertaining to supported aircraft. Practical knowledge of air transportation operations, practices, and policies to develop, integrate, and coordinate air transportation to meet user requirements. Knowledge of special requirements for transporting dignitaries, and activities of aircrews conducting international flying operations. Knowledge of mission scheduling and itinerary development. NOTE: Must be reflected in your resume. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of regulations, policies, procedures, instructions, and guidelines regarding air transportation operations. 2. Knowledge of flight planning concepts, techniques and methods. 3. Knowledge of a range of national and international flight planning policies, principles, practices, and regulations in order to plan safe and expeditious movements of aircraft in accomplishing missions. 4. Knowledge of the mission, organization, and work processes of air transportation operations, and transportation restrictions and the knowledge of fact finding and coordinating techniques to obtain information and coordinate mission requirements. 5. Knowledge of computer systems and equipment to include the Single Mobility System (SMS) and Global Decision Support System (GDSS), and spreadsheet applications to compile data for operations briefings, reporting, and tracking mission movement. 6. Ability to communicate effectively orally and in writing. CONDITIONS OF EMPLOYMENT CONT'D: 1. Incumbent may be required to work an uncommon tour of duty. 2. Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. 3. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4. Incumbent may be required to fly in commercial or military aircraft to perform temporary/permanent duty assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application.
