    About this Job

     

    The Division of Administration/Office of Community Development has a vacancy. This job title has an assigned pay grade of AS-618.

     

    This position is to manage the Water Sector Program, established by R.S. 39:100.56, from the state's allocation of ARP funding from the Coronavirus State Fiscal Recovery Fund. The $750 million program was established to provide grant funding for repairs, improvements and consolidation of community water and sewer systems around the state. Additionally, a Water Sector Program Phase 2 subfund was created in Act 497 of the 24 Regular Session for the deposit, distribution and administration of new grants.

     

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Six years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

     

    Six years of full-time work experience in any field plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

     

    A bachelor's degree plus three years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research; OR

     

    An advanced degree in business administration, public administration, or a Juris Doctorate plus two years of experience in community development, contracts or grants management, urban or regional planning, disaster recovery, or legal research.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    Grant Program and Project Management

    Actively manage the design, implementation and supervision of the Water Sector Program and other assigned infrastructure programs, as applicable. This

    includes, but is not limited to:

    •Development of program guidelines, policies, monitoring plans and procedures and cooperative endeavor agreements;

    •Resolution of complex, long-standing issues;

    • Oversight of the ongoing status of project and program budget projections and expenditures;

    • Oversight of compliance with federal, state and program regulations and documentation management;

    • Review and approve project/program applications and amendments and any requests for extensions to established deadlines;

    • Review and approve requests for reimbursement ensuring prompt and accurate payments;

    • Provide technical assistance guidance to grantees in the general administration of the program;

    • Attend weekly, bi-weekly or monthly meetings or conference calls to ensure continued movement of projects and programs to completion.

    • Provide reports and recommendations to the Director on assigned programs, policies and projects.

    • Review and understanding of project bid document requirements, contractor bonding requirements, and the determination of whether projects, as built, conform

    to the recipient’s original application;

    • Maintains assigned grants’ status on in-office database tracking system.

    Staff Supervision

    • Manages, trains, and supervises up to 5 staff members in grant administration and project management, report completeness and accuracy, correspondence

     

    accuracy, and performance evaluation.

     

    • Assure that subordinates effectively manage assigned programs and projects, implementing new procedures and policies when necessary to achieve goals.

     

    Lead staff to facilitate team operations by discussions through the sharing of information and knowledge, identification of teamwork issues, development of

     

    problem solving recommendations, and recommendations of standardizing team operations.

     

    • Lead staff to be able to identify problem projects and work with Manager and project managers to develop a plan of action to resolve.

    • Provide coaching and personal oversight to subordinates to ensure their successful work performance and enable internal advancement opportunities.

    Policy Planning and Training

    Keep abreast of overall program policies, lessons learned, and best practices within Louisiana and across the country. Attend local, regional and national

     

    workshops to keep abreast of new concepts, requirements, regulations, and the law as it relates to programs. Coordinate and assist in training programs with staff,

     

    local officials, and other professionals on programs. Interpret federal and state regulations as they relate to program and policy decisions. Oversee the

     

    implementation of those policies in assigned programs.

     

    External Coordination with Local, State, and Federal officials

     

    Coordinate and provide input on interaction with local, state, and federal officials, in order to obtain clarification and/or interpretations on a diverse number of issues

     

    which arise as new requirements and new concepts become effective.

     

    At the direction of the Director, represent OCD at meetings with local officials, legislators, public and private organizations, federal agencies, and other state

     

    department officials. This may also include providing training, internal or external, or speaking at a state or national conference.

    Fiscal Duties

    Responsible for fund approval and cost center approval in LaGOV for all WSP purchase orders. Maintains funding spreadsheets for the program to track grant

     

    awards, sources of funding, and available funds. Acts as second and final approval on all WSP requests for payments. Responsible for oversight of any vendor

     

    contracts associated with the WSP, including task orders and budgeting.
