    *General Description:*The Contract Specialist assists the Procurement and Contract Manager in the Finance Division at the Texas Veterans Commission (TVC), a mid-size agency; and performshighly complex to advanced (senior-level) contract management work. Work involves developing, evaluating, and tracking a broad range of contracts with extensive latitude for the use of initiative and independent judgment while ensuring the general purchasing functions meet state and agency standards. Applicants must be able to perform multiple tasks concurrently with a high degree of accuracy and attention to detail. This position reports to Procurement and Contract Manager.     *Essential Duties and Responsibilities:*

    • Demonstrate general knowledge related to Contracting, purchasing, requisitions, and purchase orders within CAPPS.

    • Maintain policy and procedure for procurement and contracting group.

    • Develop contracts by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract features.

    • Oversee the coordination and facilitation of procurement related meetings such as kick-off and pre-proposal meetings, post-ward conferences, team briefings, and evaluation scorings.

    • Manage and facilitate contract pre-award and post-award activities.

    • Monitor contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract policies and recommend cancellation of contracts when deviations occur.

    • Confer with contract providers to ensure compliance with policy, procedure, legal, and fiscal requirements.

    • Resolve contract issues and concerns.

    • Negotiate contract renewals, amendments, and plan changes.

    • Review specifications for bid requests.

    • Plan, develop, coordinate, and maintain procurement documents, bid evaluations instruments, and records.

    • Analyze, interpret, and clarify legislation, statutes, federal regulations, and assist with the development of contract administrative policies, procedures, rules, and regulations to ensure compliance with agency and governmental regulations.

    • Work with program directors and agency training team to coordinate contracts and events.

    • Provide technical assistance to a variety of internal and external customers regarding contract administration, policies, and procedures.

    • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

    *Minimum Education:*Graduation from an accredited high school or high school equivalency diploma.*College Transcripts are required and must be provided before an interview can be extended, it is preferred they be attached to the application.*

    *Minimum Experience:* Three (3) years’ experience in State of Texas purchasing, contracting or contract management.

    A valid Texas Driver’s License must be provided within 90 days of hire.

    • Certification as a Certified Texas Contract Manager (CTCM)

    • Certification as a Certified Texas Contract Developer (CTCD)

    • Working knowledge of CAPPS, specifically the procurement module.

    *Preferred Experience and Qualification:*

    • Graduation from an accredited four-year college or university with a major in Business Administration, Public Administration, Finance, Accounting, or a related field

    • Honorably discharged Veteran strongly preferred

    *Knowledge, Skills and Abilities:*

    • Knowledge of state procurement and contract management requirements, regulations, and best practices; of negotiating contracts; of developing contracts; of business administration and accounting principles and practices; and of policies and procedures of contract management

    • Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to supervise the work of others.

    • Skill in developing methods and procedures for locating supply sources.

    • Skill in using Microsoft Excel to create spreadsheets and queries to extract purchasing information.

    • Skill of strong attention to detail a must.

    • Ability to apply state contracting policies and procedures as published in the Texas Procurement and Contract Management Guide.

    • Ability to tabulate and evaluate bids.

    • Ability to interpret laws and regulations.

    • Ability to make sound judgments and decisions.

    • Ability to communicate effectively and accurately both verbally and in writing.

    • Ability to work efficiently and independently in a dependable and organized manner to meet various deadlines.

    • Ability to provide guidance and assistance to agency staff.

    • Ability to work cooperatively with others in a team environment.

    *Environmental & Physical Conditions: *

    Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
