Finance, Planning, and Budgeting (FPB) encompasses the major central financial, planning, analytical, and budgeting functions for the University of Washington, including:

+ Finance & Budget Strategy

+ Institutional Analytics & Decision Support

+ Policy, Planning & State Operations

+ University Business Services

The **Policy, Planning & State Operations (PPSO)** team provides the Provost and other University decision-makers with policy and strategic analyses that inform decisions and advocacy. The team monitors state-level changes—documented in legislation, regulations, and other sources—to prepare UW leadership for strategic policy discussions. Reporting to the Assistant Director of PPSO, the **_Analyst_** works collaboratively within the team to:

+ Provide fiscal and policy analysis on national and state higher education policies and practices in support of UW leadership

+ Deliver policy-related research and analysis to FPB, Capital Planning, State Relations, the President, Provost, deans, administrators, and Faculty Senate committees

+ Partner with FPB and the Office of State Relations in developing UW’s state budget request, analyzing state budget and policy proposals, supporting development of the University budget, and preparing reports, presentations, and related materials

+ Liaise with counterparts in the Council of Presidents, other higher education institutions, the Governor’s Office of Financial Management, and legislative staff

Duties & Responsibilities

Communication and Synthesis

+ Translate complex state and University policy and budget information into clear, compelling communications for diverse audiences, including UW leadership, state officials, and campus stakeholders

+ Develop presentations, talking points, one-page briefs, and other summary materials that distill complex information into accessible formats

+ Edit documents for clarity and accuracy, manage data and information in spreadsheets, and respond to information requests from internal and external stakeholders

Analysis

+ Conduct accurate and thorough quantitative and qualitative analyses of higher education policy, legislation, and budget proposals

+ Interpret and synthesize information from multiple sources to develop insights and recommendations for decision-makers

+ Collaborate with FPB and other UW units to ensure findings are consistent, accurate, and aligned with institutional priorities

Legislative Support

+ Monitor, analyze, and track legislation and state budget proposals affecting the University of Washington

+ Assist in developing fiscal notes and legislative bill analyses, ensuring accuracy and timeliness

+ Partner with the Office of State Relations and other stakeholders to support UW’s advocacy efforts during the state legislative session

Budget Development

+ Contribute to the development of UW’s annual operating budget

+ Support preparation of UW’s budget submissions to the state

Requirements:

+ Bachelor's degree in public administration, public policy, communications, journalism, public relations, higher education policy/leadership, or related field and 3 years of experience in state and/or higher education or related field

+ Equivalent combination of education and experience from which comparable knowledge and skills have been acquired may substitute for degree

+ Excellent written and verbal business communication skills, including experience distilling complex information into compelling communications for a variety of audiences

+ Experience with policy and data analysis, especially in a higher education or state government setting

+ Proven ability to manage multiple projects simultaneously, meet tight deadlines, and adapt to changing priorities

+ Demonstrated experience in working with diverse groups, stakeholders, and teams; collaborative, inclusive, and service-oriented leadership style and the ability to foster a culture of excellence, accountability, and teamwork

Desired:

+ Masters degree in public administration, public policy, higher education policy or leadership, communications, journalism, public relations, or related field

+ Experience with an emphasis on state and/or higher education policy

Compensation, Benefits and Position Details

Pay Range Minimum:

$68,664.00 annual

Pay Range Maximum:

$85,008.00 annual
