    Summary:

    KeenLogic is seeking a Program Manager (PM) to lead a major government IT program supporting the Marine Corps Recruiting Command (MCRC). This is a full-time, onsite position offering Fortune 500-level benefits including health, dental, vision, PTO, 401(k), and life insurance. The Marine Corps Recruiting Command requires oversight and leadership to manage the Recruiting Command Enterprise Network (RCEN), which supports ~6,000 users and 1,500+ sites worldwide.

     

    The Program Manager ensures consistent service delivery, enterprise planning, and project execution across all Network Support Services (NSS) functions — including Service Desk, Integrated Network Support (INS), Enterprise Directory & Messaging (EDM), Cybersecurity, Data Center Optimization, Cloud Migration, Enterprise Architecture, and COOP/DR. The PM serves as the single point of accountability to government leadership for contract performance, staffing, risk management, and reporting.

    Required Qualifications:

    + U.S. Citizen

    + Active Secret or Top Secret clearance

    + Bachelor’s degree in Business, Information Technology, or related field preferred

    + Must have one or more of the following: CY101, SecurityX / CASP+, CGRC/CAP, DAWIA PM Practioner, CCE, CCISO, CISM, CISSO, CISSP, DAWIA PM Advanced, GFACT, GSLC

    + PMP (Project Management Professional) or PgMP certification preferred

    + 8+ years of program/project management experience in federal IT environments

    Primary Responsibilities:

    + Program oversight & leadership: Direct and manage all aspects of RCEN Network Support Services (NSS), ensuring alignment with MCRC’s mission, DoD/USMC directives, and contract requirements.

    + Management methodology: Implement and execute a comprehensive management framework for consistent service delivery, enterprise-wide planning, execution, and reporting.

    + Staffing & resource planning: Develop and maintain staffing plans; ensure personnel meet clearance, certification, and DoDD 8140.01 requirements; oversee team structure, labor mix, and performance.

    + Status reporting: Deliver Weekly Status Reports (WSR) and Monthly Status Reports (MSR) that capture staffing levels, accomplishments, risks, upcoming milestones, ticket resolution rates, network uptime, and cybersecurity compliance.

    + Project & schedule management: Create and maintain project plans and schedules with clear milestones, deliverables, and resource assignments; submit updates to the COR with monthly reporting.

    + Risk management: Identify, analyze, and report risks (e.g., outages, cyber threats, staffing, delays); recommend mitigation strategies and escalate to leadership as required.

    + Meetings & coordination: Support and facilitate meetings with agendas, attendance, minutes, and task tracking; actively participate in CIO updates, CAB reviews, MCCOG/MARFORCYBER syncs, and other recurring governance meetings.

    + Asset & inventory accountability: Oversee tracking and reconciliation of hardware/software assets in systems such as BMC Remedy, GCSS-MC, DPAS, ForeScout, Axonius, and SCCM; ensure accurate reporting of discrepancies.

    + Documentation & policy management: Lead the development, review, and publication of SOPs, technical manuals, and directives; ensure centralized access and audit readiness.

    + Market research & planning: Provide recommendations on hardware/software procurement, refresh cycles, and technology upgrades in compliance with FAR/DFARS guidance.

    + Circuit & capacity management: Support provisioning, decommissioning, and reconciliation of MCRC circuits; oversee vendor coordination to eliminate redundancies and optimize costs.

    + Performance improvement: Conduct quarterly reviews of operations; recommend enhancements to processes, staffing, and technologies to improve efficiency and responsiveness.

    + Reporting & deliverables: Ensure timely submission of all PWS deliverables, including WSRs, MSRs, Staffing Plan, Market Research Reports, Asset Management Reports, and quarterly operational improvement analyses.
