The Idaho Department of Insurance (https://doi.idaho.gov/) is seeking to fill an Insurance Market Analyst to join our dynamic team of professionals. We are looking for an individual who has a passion for protecting Idahoans and an understanding of the insurance and pharmacy benefit industries, as well as excellent analysis and communication skills. Under the supervision of the Market Oversight Bureau Chief, this position is responsible for a variety of insurance market conduct activities including analysis, and assisting with investigations and examinations. This position includes paid study time to attain the Certified Insurance Examiner (CIE) designation through the Insurance Regulatory Examiners Society within a reasonable amount of time after hire.

EXAMPLE OF DUTIES
+ Reviews and tracks complaints relating to insurers and Pharmacy Benefit Managers (PBMs).
+ Requests documentation, information, and assistance from regulated companies or licensees in negotiating resolution of complaints and problems.
+ Investigates code violation cases; prepares documentation and submits to supervisor for legal referral.
+ Perform market conduct analysis prioritization by collecting and analyzing data on insurance companies writing business in Idaho in order to proactively identify potential issues early and limit harm to consumers.
+ Participate in market conduct examinations.
+ Develop and implement analysis, reconciliation, and reporting policies and procedures.
+ Maintain up-to-date knowledge of regulatory requirements and industry best practices as it relates to market conduct. Attend training sessions and other appropriate industry meetings.
MINIMUM QUALIFICATIONS
Good knowledge of:
+ Insurance, pharmacy benefits, or financial industry regulation.
+ Research, data analysis, and statistical techniques.
+ Analysis and explanation of complex issues, in particular with respect to insurance and pharmacy benefit programs.
+ Microsoft Excel, including pivot tables, data connections, charts, conditional formatting.
+ Oral and written communication skills and comfortable presenting technical findings
Experience:
+ Working with insurance carriers, PBMs, related entities, and insurance consumers.
+ Researching, interpreting, and applying laws and authoritative standards.
+ Compelling customer service and a desire to assist Idahoans.
SUPPLEMENTAL INFORMATION
The ideal candidate will have:
+ Familiarity with all lines of insurance, including insurance company operations, underwriting, claims and sales practices, insurance producer practices, insurance laws and regulations;
+ Proficiency working with datasets, using Microsoft Office applications, SQL, and data warehousing;
+ Two (2) years of experience as an insurance market analyst, market examiner, or similar position;
+ Professional designations such as AIE, CIE, MCM, APIR or PIR;
+ Bilingual fluency in reading, writing, and speaking Spanish is beneficial but not required.
